Özet
Yürütme organının siyasi sorumluluğu, yürütme yetkisine sahip olan kişinin ya da kurulun halka karşı sorumluluğudur. Klâsik kuvvetler ayrılığına dayanan anayasal demokrasilerde, çeşitli anayasal mekanizmalar aracılığıyla yaptıkları iş ve eylemler için halka karşı sorumlu ve hesap verebilir bir yürütme tasarlanmıştır. Günümüzde yürütme erkinin rolü, küreselleşen ekonomi ve siyaset ağı, bilimsel ve teknolojik gelişmeler, medyanın ve siyasal partilerin güçlenmesi gibi nedenlerle büyük ölçüde genişlemiştir. Çalışma, demokratik sistemlerde yürütme organının denetlenmesi için yeni anayasal müesseselere ihtiyaç olup olmadığı ve böyle bir ihtiyaç varsa bu ihtiyacı karşılayabilmek adına kullanılabilecek alternatif anayasal müesseselerin neler olabileceği araştırma sorusu üzerine hazırlanmıştır. Bu sebeple, çalışmada öncelikle yürütmenin siyasi sorumluluğu ve siyasi sorumluluğun sağlanmasında kullanılan mevcut müesseseler üzerinde durulmuştur. Daha sonra, yürütmenin siyasi sorumluluğunu sağlayabilecek yeni alternatif anayasal müesseseler araştırılmış ve araştırma sonucu elde edilen yeni müesseselerin siyasi sorumluluğu sağlamak için elverişli olup olmadığı tartışılmıştır.

The political responsibility of the executive is that who has the executive power is responsible to the public. In constitutional democracies based on the classical separation of powers, the executive which is responsible and accountable to the public for doing work and actions are designed by means of various constitutional institutions. Today, the role of the executive power is expanding due to the globalizing economy and political network, scientific and technological developments, and the strengthening of the media and political parties. The study is based on the research question on whether or not there is a need to look for new constitutional institutions for the supervision of the executive power in democratic systems and what alternative constitutional methods may use in order to satisfy this need. For this reason, at first, the political responsibility of the executive and the existing institutions used for providing political responsibility were emphasized. Subsequently, new alternative constitutional institutions that provide the political responsibility of the executive has investigated and whether or not the new institutions which are obtained the result of research are sufficient for provide the political responsibility has been discussed.
