Özet
Doğrudan yabancı yatırımlar (DYY) ev sahibi ülke üzerindeki etki açısından tartışmalı bir konudur. Hem gelişmekte olan hem de gelişmiş ülkeler yeni teknoloji ve paranın kendi ülkelerine gelmesi için yabancı yatırımcıların ilgisini çekmeye çalışır ve bu durum da endüstriyel gelişmeyi tetikler. Bu araştırma DYY'lerin endüstriyel gelişmeye olan etkisini otomotiv sektörü üzerinden araştırmayı amaçlamaktadır. Bu araştırma üç araştırma yöntemi kullanır: öncelikle otomotiv sektörü ve yatırım profesyonelleri (ISPAT) tarafından gözlenen durumu nitel olarak açıklar. İkinci bölümde araştırma ARDL yöntemiyle DYY'lerin endüstriyel gelişme üzerindeki genel etkisini ölçmüştür. Son kısımda ise DYY'ler ile otomotiv sektörü arasında anlamlı bir ilişki olup olmadığı incelenmiştir. ISPAT ve Otomotiv Sanayicileri Derneği (OSD) tarafından yazılan raporlara bakıldığında Türkiye'deki otomotiv sektörüne DYY girdiği zaman öncelikle istihdam artar ve yeni teknolojiler ülkeye girer. Daha sonra bu da yedek parça ve araç üreticilerinin tedarikçileri gibi diğer sektörleri besler. Üniversiteler ve meslek liseleri endüstriye yeni mühendisler ve ustalık bilgisi sağlar, bu sayede Türkiye'nin toplam endüstriyel seviyesi yükselir. Bu araştırmada yapılan ARDL analizi de bu durumu DYY'lerin endüstriyel gelişme üzerinde anlamlı ve pozitif bir gelişmeye sahip olduğunu göstererek onaylamaktadır. Ancak, panel veri analizimiz bunun tam tersini ifade etmektedir. Araştırma ve Uygulama için Tavsiyeler: Bu araştırmada yürütülen üç analiz, DYY ile endüstriyel gelişme arasında pozitif bir ilişki olsa da bu durumun her bir sektörde olmayabileceğini bize anlatmaktadır. Ancak, ticarete açıklık, otomotiv sektöründeki istihdam ve ihracatın sanayi üretim endeksi üzerinde olumlu bir etkisi vardır. Bu durum da otomotiv sektöründeki DYY'lerin endüstriyel gelişme üzerinde neden anlamlı bir etkiye sahip olmamasının sebebi olarak veri seti için toplanan veri sayısı olabileceğine işaret etmektedir. Şayet panel veri analizi 2005 yılı öncesini kapsayacak şekilde daha fazla veri ile yapılırsa otomotiv sektöründeki DYY'lerin endüstriyel gelişme üzerindeki olumlu etkisi ortaya konulabilir.

Foreign direct investment (FDI) is a controversial subject in developmental studies in terms of their impact on the host country. Both developing and developed countries are trying to attract foreign investors to their countries so that new technology and money come to their country and this situation triggers some industrial development. This paper aims at exploring FDI's influence on the industrial sectors specifically to the automotive industry. This research uses three methods of research: firstly, it qualitatively describes the situation observed by the automotive sector and investment professionals (ISPAT). In the second part, this paper uses ARDL method to analyze the general effect of FDI's on the industrial development. The last part analyzes if it can be observed that there is a meaningful relation between the FDI in the automotive sector on the industries. When we look at the reports by the ISPAT and Automotive Manufacturers Association (OSD), when the FDIs of automotive sector enters Turkey, firstly employment rises, and new technologies come to there. After that they feed other sectors like spare parts industry and suppliers of car manufacturers. Universities and vocational schools start to provide new engineers and know-hows to the industry and Turkey's total level of industry rose to the higher degrees. The ARDL analysis that was conducted in this research also confirms this situation by showing a positive and meaningful effect of the FDI on the industrial development. However, our panel data analysis implies just the opposite way. Implications for Research and Practice: The three analyses conducted in this research tells us that even if there is a positive relationship between the FDI and the industrial development it may not be present in every sector. However, there is a positive effect of trade openness, employment in the automotive sector and exports in the automotive sector on the industrial production index. This fact implies that the reason why there is not any meaningful effect of the automotive sector FDI on industrial development may be the number of data collected for the data set. If the panel data analysis is done with more data to include the years before 2005, it is forecasted that a positive impact of the automotive FDI on the industrial production index would be put forward.
