Özet
Turizm sektöründe farklı alternatifler aranmış olsa da deniz turizmi hiçbir zaman önemini yitirmemiş ve turistler birçok ülkeye deniz yolu ile seyahat etmeye devam etmiştir. Günümüzde, tüm dünya çapında olduğu gibi, Türkiye'de de deniz turizminin temeli yatçılığa dayanmaktadır. Yatçılığın gelişmesi ile birlikte yat limanı işletmeciliğine ve yat kaptanlığı eğitimine verilen önem de artmaktadır. Bu bağlamda, çalışmada Türkiye'de yat kaptanlığının mevcut durumu, gelecekte istihdam ve eğitim açısından planlanmasına ilişkin değerlendirmeler ile Türkiye'de yat kaptanlığı ehliyet yeterliliklerinin diğer ülkeler ile benzerliğinin belirlenmesine yer verilmektedir. Yöntem olarak yat sektörünün mevcut durumunu görebilmek için çalışmada anket hazırlanmış, kaptanlara uygulanmıştır. Anket sonuçlarına göre yat kaptanlığının mevcut durumu ve eksiklikleri belirlenmiştir. Ayrıca, ülkelerin ehliyet çeşitleri ve benzerliklerini ortaya çıkarmak için kümeleme analizi yöntemi uygulanarak ülkemizin yeri belirlenmektedir. Eğitimin istihdama yönelik olarak planlaması için trend analizi, anket yöntemi ve kümeleme analizi yöntemlerinin sentezinden oluşan bir model kullanılmaktadır. Sonuç olarak, yapılan çözümlemeler ışığında, Türkiye' de yat kaptanlığı eğitiminin istihdama yönelik olarak planlanması için kararlar, politikalar geliştirilmiş ve bu yönde uygulanabilir bir eğitim planı yapılabilmesine yönelik öneriler sunulmakta ve bu konuda sonradan yapılacak çalışmalara yol göstermek hedeflenmektedir.

Sea tourism has never lost its significance and the tourists have continued travelling to many countries by sea, altough several other different alternatives were sought in the sector of tourism. Today, as in the whole world, the foundation of the marine tourism in Turkey is based on yachting. The importance which is given to marina management and yacht master training is also increasing with the development of yachting. In this regard, the current situation of yacht master in Turkey, the assessments of its scheduling in terms of employment and education in the future and the determination of similarities of the yacht master competence in Turkey with other countries, are included in this study. As a method, a questionnaire was prepared and applied to yatch masters in order to see the current status of yacht sector. According to the survey results, the current status and deficiencies of the yacht master were determined. In addition, in order to reveal the countries' yatch master licence varieties and similarities, clustering analysis method was applied and thereby, the location of our country has been designated. A model composed of trend analysis, questionnaire method and the synthesis of cluster analysis method is used for the sake of scheduling the education intended for the employment. As a conclusion, through the light of the analysis, the decisions and policy intended for scheduling the education of yatch master according to the employment issue, were developed and proposals about scheduling an educational program that can be implemented in this direction are submitted, and it's aimed to instruct future studies that are going to be worked through.
