Özet
Bu çalışma; strateji ve istihbarat kavramlarının bütünleşmesiyle ortaya çıkan, sürdürülebilir kamu politikalarının üretim süreçlerinde etkin rol oynayan 'stratejik istihbarat' kavramına yoğunlaşarak Ankara Hükümeti tarafından Milli Mücadele döneminde yürütülen stratejik istihbarat faaliyetlerini analiz etmiştir. Bu bağlamda çalışma,“Milli Mücadele döneminde Ankara Hükümeti, kontrolünde bulunan istihbarat grupları üzerinden kamu güvenlik politikalarını oluştururken stratejik istihbarat üretim ve uygulama sürecini nasıl yürütmüştür?”sorusunu yanıtlamaya çalışmaktadır. İlgili kamu güvenlik politikasını incelerken tarih ve istihbarat yazınından faydalanan çalışma, stratejik istihbarat yaklaşımını ortaya koyan Sherman Kent'in stratejik istihbaratın bilimsel yöntemlerle elde edilmesi için belirlediği formülasyonunun iki vakaya uygulanmasını içermektedir. Bu çalışma, Yüzbaşı Kemal Bey ve Mustafa Sagir örnek olaylarındaki bulgularıyla, Ankara Hükümeti'nin Milli Mücadele döneminde kamu güvenlik politikalarını yürütürken stratejik istihbarat üretim ve uygulama süreçlerini bilimsel yöntemlerle, eleştirel bakış açısıyla ve uzun vadeli stratejilere katkı sunacak şekilde uyguladığını ileri sürmektedir.

This study; focusing on the concept of“strategic intelligence”, which emerged with the integration of strategy and intelligence concepts and plays an active role in the production processes of sustainable public policies, analyzes the strategic intelligence activities carried out by the Ankara Government during the War of Independence. In this context, this study aims to answer“How did the Ankara Government during the War of Independence manage the production and implementation processes of the strategic intelligence while conducting public security policies through the intelligence groups under its control?”Having used both the literature of history and intelligence while examining the relevant public security policy, this study adapts the formulation of Sherman Kent, who has introduced the approach of strategic intelligence that aims to gather intelligence with scientific methods, to two cases. This study, with the findings of its case studies - Captain Kemal Bey and Mustafa Sagir, argues that the Ankara Government, while conducting public security policies during the War of Independence, applied strategic intelligence production and implementation processes with scientific methods, along with a critical perspective, and in a way to contribute to long-term strategies.
