Özet

Günümüz modern toplumlarında stres en fazlakarşılaşılan, hemen hemen herkesin deneyimlediği bir kavram olarak yerini almaktadır. Özellikle çalışanların günün büyük bir kısmını çalışma ortamında geçirmesi nedeniyle stresin örgütsel boyutu daha fazla gündeme gelmektedir. Ancak örgütlerin dinamikleri ve işleyişleri değişkenlik gösterdiği için çalışanların deneyimledikleri stres kaynakları da farklılık göstermektedir. Bu çalışmada; ülkemizde kamu yönetimi içinde önemli bir yere sahip olan denetim birimlerindeki örgütsel stres kaynakları ve stres yönetimi ele alınmıştır. Bu amaçla öncelikle stres kavramı, strese yönelik yaklaşımlar, stres türleri, stresin sonuçları ve stresin yönetimine ilişkin kavramsal çerçeve ortaya konulmuştur. Sonrasında; denetim birimlerindeki stres kaynaklarını, bu kaynakların denetim elemanları üzerine etkisini, çalışanların demografik özellikleri ile stres kaynakları arasındaki ilişkiyi ve denetim personelinin stresle başa çıkma yöntemlerini belirlemek amacıyla Tarım ve Orman Bakanlığı Rehberlik ve Teftiş Başkanlığında görev yapan Müfettişlere anket uygulanmış ve bulgular ışığında öneriler geliştirilmiştir.

In today's modern societies, stress takes its place as a notion that almost everyone experiences. The organizational dimension of stress comes to the fore more, since employees spend most of the day in the work environment. As the dynamics and functions of organizations evolve, the stress sources experienced by the employees also change as well. In this research; Organizational stress sources and stress management in control units are examined. For this purpose, the conceptual framework of stress, approaches to stress, types of stress, the consequences of stress and stress management are presented in the first chapter. In this research; It is aimed to determine the stress sources in audit units, the effects of these sources on inspections, the relationship between the demographic characteristics of the employees and the stress sources, and the methods of coping with the stress of inspectors. For the purpose of the research; A questionnaire was applied to 113 inspectors working in the Ministry of Agriculture and Forestry, Depatment for Guidance and Inspection. The questionnaire form consists of two parts:“Organizational Stress Sources Scale”and“Stress Coping Strategies Scale”. The data obtained from the questionnaire forms was analyzed using the SPSS 23 package program. As a result of the analysis, It was found that the highest stress source in the audit units is“Stress Sources Related to Workload and Work Program”and the least stress source is“Stress Sources Related to the Physical Working Conditions of the Organization”. Based on the results of the research, individual and organizational methods of coping with stress are suggested.
