Özet

ABSTRACT The main objective of this research is to construct a system dynamics simulation model of the university entrance bottleneck in Turkey, in order to analyze the causes of the problem and test alternative strategies proposed by policy makers. The study aims to provide a tool by which, a range of problems regarding the transition from secondary education to higher education in Turkey can be analyzed and certain policies for overcoming these problems can be tested. More specifically, the study focuses on the imbalance between the university capacities and the huge demand for higher education and aims to analyze the future consequences of the current university entrance system. The model is a macro level representation of the university entrance process which starts with ÖSS applications and ends with placement after ÖYS. All major high school types, university types and branches are included in the model. The results generated by the model after the standard verification and validation test are very much like the real data. These results indicate the problems that can emerge in the near future. As a result of extensive policy analysis, it is discovered that one of the most effective policies is to put limitations on retrying. The model can be used by institutions such as ÖSYM, National Education Ministry and YÖK as a decision support tool.
