The banks are evaluated in the individual loan constitution for the effective distribution of the resources in the economical field and the user section; despite the housing loans have an original financial structure. The gain grounded by the methods benefited in this field is that the assurance come put by itself besides it is considered much safer in proportion to the other loans because it is evaluated relatively due to the assurance concerning the real assets. This case presents the characteristic of the easy loan type of the housing loans rather than the other loan. Also, the increases experienced fast in the population rate also cause the increases in the house requirements. It also causes instability in the process of ability for housing in the economical field that the income level is insufficient along with the mentioned increase. In the general solution context applied against this case in Turkey the Housing Financing via the Mortgage Based Securities, alias Mortgage system is benefitted. The Mortgage system is based on the time 200 years ago in average based on the countries those have the developed level. As the application is observed in the secondary markets commonly through this system in the countries in the USA and the Continental Europe, it is mentioned to specialize via institutionalisation. In the 20th year the most efficient system among the financing methods is definitely the mortgage system. In Turkey the application process of this system is based on a short time zone. The unstable increase observed in population throughout Turkey causes arising of problems concerning the housing need. The mortgage system is also inured in Turkey in order to find solutions for the mentioned problems.
