Özet
Savunma sanayinin politik ekonomisinin ihmal edilmiş bir alan olduğunu söylemek güç olsa da savunma sanayi özelinde devlet ile piyasa arasındaki ilişkinin üretim ilişkileri temelinde açıklanmasının bir ihtiyaç olduğu gözlemlenmiştir. Dolayısıyla öncelikli olarak üretim ilişkilerine dair bir değerlendirme yapılarak bu çerçeve içerisinde devletin rolünün açığa çıkarılması gereklilik halini almıştır. Bu kapsamda küresel üretim ilişkileri ve bu ilişkileri içerisinde devletin rolüne ilişkin Küresel Üretim Ağları Yaklaşımı'nın esas edinildiği bir çizgi takip edilirken Poulantzas'ın devlet kuramı, kurulan teorik yapının temel harcı olmuştur. Üretim ilişkileri esas edildiğinde küresel olarak bir hiyerarşinin kurulduğu ve yeniden üretildiği gözlemlenmektedir. Bahsi geçen bu hiyerarşinin kurulmasında ve yeniden üretilmesinde özellikle ABD'nin oynadığı rolü göz ardı etmek mümkün değildir. Bununla birlikte ABD'nin bu“istisnai”durumunu küresel kapitalizm açısından oynadığı rolden ayrı düşünmek gerekmemektedir. Çalışma kapsamında ABD'nin bu niteliğinin ortaya konulması için ise Panitch ve Gindin'den faydalanılmaktadır. Sonuç olarak bu çalışma ile devlet-piyasa ilişkisinin niteliğinin neticesi olarak savunma sanayinin istisnai bir durum arz etmediği vurgulanmaktadır. Buna ek olarak savunma sanayinin küresel kapitalizmin ihtiyaç duyduğu hiyerarşinin kurulmasına ve yeniden üretilmesine sağladığı katkı dolayısıyla ABD'nin küresel kapitalizm içerisinde rolünün devamı açısından işlevsel olduğu iddia edilmektedir. Ayrıca üretim ilişkileri açısından ele alındığında Türk savunma sanayinin tarihsel olarak, küresel üretim ağına dâhil olduğu böylece tesis edilen hiyerarşinin kurulmasına ve yeniden üretilmesine katkı sağladığı ortaya konulmaktadır.

Although it is difficult to say that the political economy of the defense industry is a neglected field, it has been observed that there is a need to explain the relationship between the state and the market in the defense industry on the basis of production relations. Therefore, it has become necessary to reveal the role of the state within this framework, primarily by making an evaluation on the relations of production. In this context, while following a theoretical framework which is based on the Global Production Networks Approach in terms of its approach to global production relations and the role of the state in these relations, this thesis uses Poulantzas's state theory as the building blocks of this framework. When the production relations are considered, it is observed that a hierarchy is established and reproduced globally. It is not possible to ignore the role played by the USA in the establishment and reproduction of this hierarchy. However, it is not necessary to consider this“exceptional”situation of the USA apart from its role in global capitalism. Within the scope of the study, Panitch and Gindin are used to reveal this character of the USA. As a result, this study emphasizes that the defense industry is not an exceptional situation as a result of the nature of the state-market relationship. In addition, it is claimed that the defense industry is functional in terms of the continuation of the role of the USA in global capitalism due to its contribution to the establishment and reproduction of the hierarchy that global capitalism needs. In addition, when considered in terms of production relations, it is revealed that the Turkish defense industry has historically been included in the global production network, thus contributing to the establishment and reproduction of the established hierarchy.
