Özet

ÖZET Şirketlerin yönetim sürecinde ortaya çıkan iletişim kopukluğu, özellikle işin yapıldığı yer ile yönetim merkezinin ayrı olduğu inşaat sektörü için büyük bir sorun oluşturmaktadır. Proje yönetiminde, mevcut projenin istenen süre, maliyet ve kalite sınırları içinde yapılmasını sağlamak ve bunun etkinliğini kontrol edebilmek için iletişim sisteminin gerekliliği açıktır. Bu çalışmada, sistem olarak karmaşık yapısıyla beliren bir inşaat firması örneği ele alınmış ve uygulamalı olarak mevcut sistem incelenerek görülen aksaklıklara çözümler getirilmeye çalışılmıştır. Yazarın halen çalışmakta olduğu ENTES ENDÜSTRİ TESİSLERİ İMALAT ve MONTAJ TAAHHÜT A.Ş.'de şantiyelerin yurtdışında olması nedeniyle iletişimde yaşanan kopukluklar bu çalışmanın konusu olmuş; şirket yöneticilerinin de çözüm arayışları karşısında mevcut sistem incelenerek kopukluklara öneriler sunulmuş ve böylelikle şirket için çözüm sunan iyi bir uygulama örneği, inşaat sektörü için yararlı bir kaynak olmuştur. Firmada esas sorun iletişim sorunudur. Sorun merkez-şantiye arasındaki bilgi akışının yetersizliğinden ve iletimdeki gecikmelerden kaynaklanmakta; sonucunda da iletişimin faturası kabarık ve karar alma süreci de gecikmeli olmaktadır. Amaç, bir inşaat firması örneğinde mevcut iletişim sistemini incelemek, varolan eksikliklerin en iyi şekilde giderilmesi için önerilerde bulunmak ve böylelikle iletişimin kesintisiz, tam, zamanında ve öz bir şekilde sağlanmasıdır. Şirketteki mevcut durumun tanımlanabilmesi için, şirket çalışanlarının bilgi ve deneyimlerinden yararlanılmış ve şirketin iletişim sistemindeki eksiklikleri tanımlamaları istenmiştir. Çalışma çerçevesinde, sistem öncelikle İkinci Bölümde genel bir proje üzerinde ele alınmış, daha sonra Üçüncü Bölümde de alt sistemlere parçalanarak departmanlar arasındaki etkileşimler incelenmiştir. Son bölümde de; mevcut sistem incelenerek etkinliği değerlendirilmiş ve sistemi iyileştirmek amacıyla öneriler sunulmuştur. vı

SUMMARY To manage and coordinate a project properly, each of the major operations must be planned and coordinated by an information and decision flow system. Economic difficulties and increasing shortages of materials and other resources play an important role in the problems facing today's projects. A construction project is large enough to illustrate all the main procedures and has a character that the management center and site are at different places. So, the management procedure is hard to control. In this study, the information and decision flow system at ENTES INDUSTRIAL PLANTS CONSTRUCTION and ERECTION CONTRACTING COMPANY is investigated and tried to get a better solution to the present system. Problem: To understand the problem, writer tried to get information from Entes personnel and their experienced knowledge are used. The existing problems of the present information system are asked, by the way the information and decision flow system of the company occurs. Supported by successful years of domestic business life, Entes also participate extensively in the international construction market. At this point, the importance of the information and decision flow system occurs. Generally project sites of the company are in Russia and it is hard to control the projects from management center located in Istanbul. So that, the information flow is so slow which causes decision flow being too late. The managers of the company are aware of the situation and want to faster the information system. Writer study at local and foreign operations department at Entes Industrial Plants Construction and Erection Contracting Company as the coordinator executor. So, it was an advantage to investigate the present system inside and find capable solutions. VIIAim: To investigate the existing problems of the present information system of the company and try to get capable solutions by making system faster and cheaper. Project site must be controlled periodically. As part of this effort, all communications with on - site consultants and contractor must be through the coordinator's knowledge. Entes is a member of özköseoğlu Group of Companies and its sister companies are given below.. Entes Industrial Plants Construction and Erection Contracting Company. özköseoğlu Heat Industry and Trade Company Inc.. Intemar Foreign Trade Company Inc.. Modern management- and programming have always been the basic of its activities and one of the major aim is the economical execution of works with strict adherence to modern technology. There are five main sites of the company existing in Russia.. Tyumen West Siberia- Construction of Business Center Total construction area 6000 m2. Vosstanya Hotel and Business Center Total construction area 64000 m2. Usadba Business Center-Moscow Total construction area 30000 m2. Ingushetia President Palace, Minister Houses and Parliament Houses. Perm Administration Building Reconstruction Construction of administrative building of“Lukoil”7000 m2 Supported by successful years of domestic business life, Entes also participate extensively in the international construction market. At this point, the importance of the information and decision flow system occurs. IXThe first stage of project orientated organisation is to appoint someone, whose prime responsibility is the project, to coordinate the work on the project of the people in the functional departments, in this form of project organisation, the person responsible for the project acts essentially in a staff position to support management. So that, the responsibilities should be given personal. Project site must be controlled periodically. As part of this effort, all communications with on - site consultants and contractors must be through the coordinator's knowledge. To control the foreign operations effectively, the coordinators of ENTES organise meetings and make day -by - day conversation with site managers. This study is a hardly done work contains four main sections. In the first section; the importance of information and decision flow system is mentioned. In the second section; after a brief description of the company ENTES, the system is examined on a project control flow chart in general. Third section is about the relations and comments of the inferior system of organization at ENTES company. Last section presents the current system's efficiency at ENTES company and the solutions to improve the system. As a result of a hardly done work, this study depends on both impressive helps of the ENTES staff and the giant literature of the ENTES company library. Writer tries to be objective on investigating the information and decision flow system at ENTES company. A suitable construction model is chosen to make understood the system better and light up the theoretical studies at the construction management master program. By this study, the writer have a chance to improve her relationships with whole company and increase appreciation of job and vision on project managementFor the efficiency of the system investigated, the general solutions offered are as below :. Generally, the flow of reports to the decision-making authorities is decreasing which is good for an ideal system.. The information flow is good enough to success an information and decision flow system.. The well developed coordination and a team based work at.ENTES company increase the speed of information and decision flow.. Personnel politics should be changed.. Health politics should be arranged.. The organization is strong on communication. It is a positive sign on management organizations.. The company posses a clear chain of command, which gets things to be done quicker. The individual jobs are not given to the departments but to the person. So that the decision making is quick and dynamic.. The motivation of Entes personnel should be increased.. Everybody must be given targets and quality standards that must be met with rewards and penalties.. The coordinators of the projects organize meetings and daiiy conversations both with site managers and contractors. So that the project site is controlled successfully and the right solutions at right time can be applied to the present delays As a result, the information and decision system works well at ENTES (industrial Plants Construction and Erection Contracting Co.Inc.) company, but making small differences at the current system, it can be idealized.
