Özet
19. yüzyıldaki siyasal değişimler, en iyi şekilde siyasal aktörlerin uluslararası politikalarında görünür olmaktadır. Bu yüzyıldaki yeni fikir akımları, ulus-devlet hayalleri, endüstri devriminin yarattığı farklılıklar, hem büyük güç ittifaklarına hem de her devletin özel siyaset yürütmesine neden olmuştur. Bu açıdan İngiltere'nin büyük güç siyasetini izlemek dönemin uluslararası siyaseti ve Osmanlı üzerindeki etkisi anlamak için önemlidir. Bosna-Hersek, 19. yüzyılda uluslararası ilişkilerde 'Doğu Sorunu' çerçevesinde diğer Osmanlı toprakları gibi büyük güçlerin çatışma alanı haline gelmiştir. İngiltere için Osmanlı Bosnası hayati önemde bir bölge olmamakla birlikte, büyük güçlerin rekabeti çerçevesinde dikkatlerin yoğunlaştığı bir sınır eyaletidir. İngiltere buradaki diğer güçlerin faaliyetlerini ve Osmanlı Devleti'nin Tanzimat uygulamalarını takip etmek amacıyla 1850'li yıllarda konsolosluklar kurmuştur. Bu dönemi daha iyi anlamak için, konsolosların raporları, yerel halk ile ilişkileri, diğer ülkelerin konsoloslar ile münasebetleri, konsolosluk seçimleri, eğitimleri ve aldıkları görevler üzerinden inceleme yapılması son dönem Osmanlı Balkan tarihi ve Osmanlı diplomasi tarihi açısından önem taşımaktadır. Bu tezin amacı ise, Osmanlı Arşivinde evrakın incelemesi ile meselenin Osmanlı dış politikası ve diplomasisi açısından aydınlatılmasıdır.

The political changes in the 19th century became more visible in the international policies of political actors. In this century, the new currents of ideas, the dreams of the nation-state, and the differences created by the industrial revolution, caused both the alliances of the great powers and bilateral relations between the states as well. From this point of view, it is important to follow Britain's great power politics in order to understand the international politics of the period and its effect on The Ottoman Empire. Bosnia and Herzegovina, as the other Ottoman lands, became a conflict area of the great powers in international relations in the 19th century within the framework of the“Eastern Question”. Although Ottoman Bosnia was not a vital region for Britain, it is a frontier state/country where attention was concentrated within the framework of the competition of the great powers. Britain established consulates in the 1850s in Bosnian order to follow the activities of other powers and the Ottoman Empire's Tanzimat practices. In order to better understand this period, it is important to examine the reports of the consuls, their relations with the local people, and the consuls of other countries, consular elections, their education and their duties from the point of view of the Ottoman Balkan history and the history of Ottoman diplomacy as well. The aim of this thesis is to illuminate the issue from the point of view of the Ottoman foreign policy and diplomacy by examining documents in the Ottoman Archive.
