Özet
Temel bir insan hakkı olan eğitim hakkı, cinsiyet, etnik köken, din, siyasi görüş ayrımı gözetilmeksizin, her insanın eşit bir şekilde ücretsiz temel eğitim görmesini sağlamaktadır. Siyasi, ekonomik ve kültürel olarak toplumsal eşitliğin sağlanmasında önemli bir role sahip olan eğitim hakkı, kapsamı ve yapısı itibarıyla devlete bazı ödevler yüklemektedir. Osmanlı Devleti'nde eğitim hakkını incelemeyi amaçlayan bu çalışmanın birinci bölümünde, eğitim hakkının tanımı, kapsamı ve tarihsel gelişimi, insan hakları içerisinde sahip olduğu yer göz önüne alınarak açıklanmıştır. İkinci bölümde Osmanlı Devleti'nin 19. yüzyıl öncesinde sahip olduğu eğitim kurumları ve bu kurumlarda verilen eğitimin yapısı incelenmiştir. Üçüncü bölümde ise 19. yüzyıldan Birinci Dünya Savaşı'na kadar geçen süreçte gerçekleştirilen düzenlemeler ve reformlar, eğitim hakkı çerçevesinde değerlendirilmiştir.

The right to education is a basic and important human right, which ensures that every person has free basic education, regardless of gender, ethnic origin, religion or political opinion, thus enabling the existence of social equality in political, economic and cultural terms, and imposing duties on the state to ensure and protect it. This study aims to examine the right to education in the Ottoman Empire. In the first part, the definition, scope and historical development of the right to education are explained considering its place in human rights. In the second part, the educational institutions that the Ottoman Empire had before the 19th century and the structure of the education provided in these institutions were examined. In the third part, the reforms and regulations carried into effect during the period from the 19th century until the First World War are evaluated within the framework of the right to education.
