Özet
Çalışmada, küresel ekonomide ihracata dayalı büyüme açısından önemli bir yer edinmiş ve Avrupa Birliği (AB) ülkeleri ile Türkiye tarafından kullanılan etkin bir ihracat teşvik sistemi analiz edilmiştir. Makroekonomik verilerde gerçekleştirdiği olumlu etkiler sebebiyle de“Ekonomik Etkili Gümrük Rejimi”olarak ifade edilen bu teşvik sistemi“Dahilde İşleme Rejimi”dir (DİR). Çalışmada DİR'in otomotiv ve beyaz eşya sektörlerindeki ihracat ve dış ticaret etkisinin ortaya koyulması amaçlanmıştır. Öncelikle“Gümrük Rejimi”ve“Ekonomik Etkili Gümrük Rejimi”sistemleri ve bu sistemlerin Türkiye dış ticaretindeki önemi incelenmiş, sonrasında ilgili sektörlerde dahilde işleme rejimi ile gerçekleştirilen ihracatın Türkiye dış ticaretine etkisi analiz edilmiştir. Ekonomik büyüme bir ülkede üretim kapasitesinin dolayısıyla üretimin ve milli gelirin artmasını ifade etmektedir. Dahilde işleme rejimi, üretici ihracatçılara sağladığı bir dizi vergi muafiyetli hammadde ithalatı sayesinde üretim maliyetlerini düşürmüş ve ihracatta yüksek hacimli üretimin gerçekleştirilmesini sağlamıştır. Büyümenin en önemli dinamikleri arasında yer alan üretim ve ihracat ancak doğru teşvik sistemleri ile artırılabilir. İhracatta üretimi artıran Dahilde İşleme Rejimi, bu yönüyle ihracatı ve dış ticaret dengesini olumlu yönde etkileyen ve Türkiye'de AB esaslarıyla uyumlu bir şekilde kullanılan önemli bir teşvik sistemidir.

In this study, an effective export incentive system which has an important place in the global economy in terms of export-led growth and also used by The European Union (EU) countries and Turkey, has been analyzed. This incentive system, which is expressed as the“Economically Effective Customs Regime”due to its positive effects on macroeconomic data, is the“Inward Processing Regime”(DIR). In the study, it is aimed to reveal the export and foreign trade effect of DIR in the automotive and white goods sectors. Primarily“Customs Regime”and“Economically Effective Customs Regimes”systems and importance of these systems in Turkey's foreign trade has been analyzed,after that effects of Export process on Turkish foreign trade in the relevant sectors performed by Inward Processing regime has been analyzed. Economic growth in a country means the increase in production capacity and thus production and national income. The inward processing regime has reduced production costs and ensured the realization of high volume production in exports, thanks to a series of tax-exempt raw material imports provided to producer exporters. Production and export, which are among the most important dynamics of growth, can only be increased with the right incentive systems. Inward Processing Regime that increases production in exports is an important incentive system that affects Exports and trade balance positively and used in line with EU guidelines in Turkey.
