Özet
Kurumların varlığını sürdürebilmeleri, geleceğe hazırlıklı halde bulunmaları ile mümkündür. Geleceğe hazırlıklı olmanın anahtarı ise stratejik yönetimdir. Stratejik yönetim, günümüzde önemini giderek artıran yerel yönetim birimleri için de uygulanması gerekli ve mevzuat hükümleri çerçevesinde de zorunlu bir yöntemdir. Çevre de, sahip olduğu küresel önem dolayısıyla stratejik olarak yönetilmesi elzem konular arasındadır. Çevre yönetimi sürecinin en önemli aktörlerinden olan yerel yönetim birimleri, çevre konusunu stratejik düzeyde ele almalıdır. Çevreye ilişkin geleceğe yönelik hedeflerin belirlenmesi, çevrenin sürdürülebilirliği açısından da önemlidir. Stratejik hedefler, stratejik planlar ile belirlenir ve bu hedeflerin gerçekleşme düzeyleri yıllık faaliyet raporları ile izlenir. Bu çerçevede çalışmanın amacı, büyükşehir belediyelerinin çevre yönetimine ilişkin stratejik hedeflerinin incelenmesi ve gerçekleşme düzeylerinin faaliyet raporları aracılığıyla izlenmesidir. Çalışma kapsamında elde edilen veriler MAXQDA nitel veri analizi paket programı aracılığıyla analiz edilmiş ve her bir büyükşehir belediyesinin, stratejik hedeflerine ulaşma düzeyleri ile bu hedeflerde yaşanan sapmaların gerekçeleri ve bu gerekçelerin kullanım sıklıklarına ilişkin sayısal veriler elde edilmiştir. Yapılan analizler sonucunda, büyükşehir belediyeleri tarafından belirlenen performans göstergelerinin büyük bir bölümünün gerçekleştirilemediği, gerçekleştirilemeyen performans hedeflerine ilişkin açıklanması gereken gerekçelerin kısmen veya tamamen ihmal edildiği, birçok performans hedefinin gerçekleşme durumlarına ilişkin veri bulunmadığı tespit edilmiştir. Ayrıca sunulan gerekçelerin incelenmesi sonucunda, büyükşehir belediyelerinin genellikle benzer gerekçelere yer verdiği, çok sayıda gerekçe niteliği taşımayan açıklamanın mevcut olduğu ve merkezi yönetimin büyükşehir belediyelerinin hedeflerine ulaşmasının önünde önemli bir engel teşkil ettiğine ilişkin sonuçlar elde edilmiştir.

Sustainability of the institutions is only possible by being prepared for the future and the key of the preparation is, strategic management. Strategic management, which was emerged as a military term and then started to be used in administrative sciences, today became a necessary method to be applied in public administration. Local governments, which are increasingly important, also have to apply strategic management methods within the legislative regulations. Strategic management can be applied to all management areas. The environment is a globally important issue, and because of this situation, it also have to be managed strategically. Local governments, as one of the most important actors of the environmental administration process, should consider the environment strategically and should include environment in their strategic management process. Setting strategic targets is also important for the environmental sustainability. Strategic targets are defined by strategic plans and the achievement levels of these targets are monitored by annual activity reports. In this framework, the aim of this study is to examine the strategic targets about environmental administration of the metropolitan municipalities and to monitor the achievement levels of these targets by annual activity reports. The data obtained through the study were analysed with MAXQDA qualitative analysis software and quantitative data were obtained for each metropolitan municipality about their level of achievement of their strategic goals, the reasons for unsuccessful goals and the frequency of the reasons declared about unreached goals. As a result of the analysis, it was determined that the most of the performance indicators could not be executed, the reasons should be declared for the unreached goals are partially or completely neglected and no data was found for many performance indicators' execution. In addition, as a result of the examination of the reasons about the unreached goals, it was found that the metropolitan municipalities generally declare similar reasons, there are many explanations which far away from explaining the reason of the unsuccess and it is found that the central government is sometimes a significant obstacle for the metropolitan municipalities to reach their goals.
