Özet
Serbest bölgeler, ülkede geçerli ticari, mali ve iktisadi alanlara ilişkin hukuki ve idari düzenlemelerin uygulanmadığı veya kısmen uygulandığı, sınai ve ticari faaliyetler için daha geniş teşviklerin tanındığı ve fiziki olarak ülkenin diğer kısımlarından ayrılan alanlardır. Bu bölgeler ilk çağdan itibaren farklı isimlerle kurulmuştur. Dünya'da ilk örnekleri serbest şehirler olarak varlığını sürdüren serbest bölgeler günümüze kadar varlığını korumayı başarmıştır. Küreselleşme süreciyle birlikte ülkeler ekonomik olarak daha fazla kazanç sağlamak ve refah seviyelerini arttırmak amacıyla yaptıkları girişimler ile serbest ticaret bölgelerinin kurulmasını sağlamışlardır. Serbest Bölgeler küreselleşme ve serbestleşmenin etkisiyle her bölgede yaygınlığı artmaya başlamıştır. Özellikle Türkiye'de 24 Ocak 1980 yılında“24 Ocak Kararları”olarak adlandırılan ihracata yönelik büyüme modeli ile serbestleşme dönemine geçilmesiyle birlikte serbest bölge kurulma ihtiyacı gündeme gelmiştir. 1985 yılında ise“Serbest Bölgeler Kanunu”yürürlüğe girmiş ve serbest bölgeler kurulmaya başlamıştır. Günümüzde aktif olarak 18 adet serbest bölge bulunmaktadır. Faaliyet gösteren 18 serbest bölge arasında en başarılı örneklerden biri Ege Serbest Bölgesi'dir. Ege Serbest Bölgesi'nin işletmeciliğini ise ESBAŞ yürütmektedir. Ege Serbest Bölgesi her yıl birçok alanda diğer serbest bölgelere göre öncü durumdadır. Bu çalışmada Türkiye'deki serbest bölgeler arasında başarılı bir gelişim ve ilerleme süreci gösteren Ege Serbest Bölgesi'nin fiziki ve ekonomik yapısı istatistiki veriler eşlinde betimsel olarak bir değerlendirme yapılmıştır. Ege Serbest Bölgesi'nin hem bölge hem ülke ekonomisine sağladığı katkılar incelenmiştir. Bu değerlendirmede Ege Serbest Bölgesi'nin istihdam, teknoloji transferleri, ticaret hacmi, yerli-yabancı sermayeli firmaların sayısı ve faaliyetlerinin hem bölge hem de ülke ekonomisine sağladığı katkılarının gösterilmesi amaçlanmıştır. Aynı zamanda Ege Serbest Bölgesi'nin diğer serbest bölgelerle arasındaki konumu ve bu bölgeler ile kıyaslanmasının sonuçları değerlendirilmiştir.

Free zones are areas that are physically separated from other parts of the country, where the legal and administrative regulations regarding commercial, financial and economic areas in the country are not implemented or partially implemented, wider incentives are provided for industrial and commercial activities. These regions have been established with different names since the first age. Free zones, the first examples of which continue to exist as free cities in the world, have managed to maintain their existence until today. With the globalization process, countries have provided the establishment of free trade zones with their initiatives in order to gain more economically and increase their welfare level. The prevalence of Free Zones has started to increase in every region with the effect of globalization and liberalization. Especially in Turkey on January 24, 1980, with the export-oriented growth model called“January 24 Decisions”, the need to establish a free zone came to the fore with the transition to the liberalization period. In 1985, the“Free Zones Law”came into force and free zones began to be established. Today, there are 18 active free zones. One of the most successful examples among the 18 free zones operating is the Aegean Free Zone. The Aegean Free Zone is operated by ESBAŞ. Aegean Free Zone is a pioneer in many areas compared to other free zones every year. In this study, the physical and economic structure of the Aegean Free Zone, which shows a successful development and progress process among the free zones in Turkey, has been evaluated descriptively in the light of statistical data. The contributions of the Aegean Free Zone to the economy of both the region and the country have been examined. In this evaluation, it is aimed to show the employment, technology transfers, trade volume, the number of companies with domestic and foreign capital and the contribution of their activities to the economy of both the region and the country. At the same time, the position of the Aegean Free Zone with other free zones and the results of comparison with these zones were evaluated.
