Özet
Bu çalışmada Anadolu'nun kâdim yerleşim bölgelerinden Menteşe Sancağının 20. yüzyıl başlarındaki coğrafi durumunu, iklim ve bitki örtüsünü, tarımını, nüfus yapısını, eğitimini, sosyal ve ekonomik yapısını inceleyen Liva Ziraat Memuru Ali Rıza Bey'in“Menteşe Sancağı Ahval-i Ziraiyye ve Arziyyesi”adlı raporunun transkripsiyon ve değerlendirmesi yapılmıştır. Ali Rıza Bey raporunda Menteşe Sancağının 20. yüzyıl başlarındaki sosyoekonomik yapısına, coğrafi durumuna, doğa hayatına, tarım ve sanayi üretimine, nüfusuna ve eğitim düzeyine dair incelemeler yapmış, bu alanlarda yaşanan sorunları yerinde tespit ederek sorunların çözümlerine dair önerilerde bulunmuştur.“Belgesiz bilim olmaz”düsturundan hareketle, bu çalışmada, Ali Rıza Bey'in raporunda belirttiği hususlar, Menteşe Sancağının o dönemine ait yapılan diğer çalışmalarla mukayese edilmiş, Sancaktaki değişim, gelişim ve çözüm önerileri de ortaya konulmuştur. Her ne kadar araştırmada 1910-1914 yılları arasına ait bilgiler değerlendirilse de Ali Rıza Bey'in çözüm önerileri bölgenin kalkınması için alınacak tedbirlere ışık tutma özelliği taşımaktadır. In this study, Sanjak Agricultural Officer Ali Rıza Bey, who examined the geographical situation, climate and vegetation, agriculture, population structure, education, social and economic structure of Menteşe Sanjak, one of the ancient settlements of Anatolia, at the beginning of the 20th century. Transcription and evaluation of the report named“Menteşe Sanjak Agricultural and Land”was made. In his report, Ali Rıza Bey examined the socio-economic structure, geographical situation, natural life, agricultural and industrial production, population and education level of the Menteşe Sanjak at the beginning of the 20th century, determined the problems experienced in these areas on the spot and made suggestions for solutions to the problems. Based on the motto of“There can be no science without a document”, in this study, the issues mentioned by Ali Rıza Bey in his report were compared with other studies of that period of the Menteşe Sanjak, and the change, development and solution proposals in the Sanjak were also put forward. Although the information belonging to the years 1910-1914 is evaluated in the research, Ali Rıza Bey's solution suggestions carry the feature of shedding light on the measures to be taken for the development of the region.
