Özet
Kıbrıs Adası'nın Jeostratejik konumu Ada'ya hakim olan devletler için önemli avantajlar sağlamasının yanında risklerde barındırmaktadır. Ada'nın stratejik konumu, başat güçlerin ilgisini Ada üzerine çekerken Kıbrıs meselesinin de uluslararası çok boyutlu bir sorun haline gelmesinde önemli bir etken olmuştur. Ada üzerindeki paylaşım mücadelesinde, Türk ve Rum toplumlarının bir arada yaşama ve ortak yönetim konusundaki uzlaşmaz tavırlarına küresel aktörlerin çıkarlarının da eklemlenmiş olması meselenin çözümünü yeterince çıkmaza sürüklemişti. Doğu Akdeniz'de keşfedilen fosil kaynaklar ile birlikte Kıbrıs meselesi de yeni bir boyut kazanmış oldu. Ada'nın zaten var olan paylaşım sorununa birde stratejik açıdan önemli bir enerji kaynağı olan hidrokarbon kaynakların paylaşım sorunu eklenmiş oldu. Keşfedilen kaynakların Kıbrıs meselesinin çözümünde nasıl bir katkı sağlayacağı bu çalışmada irdelenmiştir. Doğu Akdeniz'de keşfedilen enerji kaynakları sonrası Kıbrıs meselesinin çözümünde etkin rol oynayan bölgesel ve küresel aktörlerin bölgeye yönelik söylemleri ve politikaları incelenerek hidrokarbon kaynakların çözüm ya da çözümsüzlüğe olan etkisi literatür taraması yöntemiyle değerlendirilmiştir. Birinci bölümde, Kıbrıs Adası'nın Jeostratejik önemine ve Doğu Akdeniz'de keşfedilen kaynakların dünya enerji rezervleri içindeki payına değinilecektir. İkinci bölümde, Kıbrıs sorununu oluşturan faktörler ele alınmıştır. Kıbrıs sorununun tarihsel süreci anlatılmış ve sorunun tarihsel kökenleri irdelenmiştir. Kıbrıs meselesinin ardında yatan ideolojik yaklaşımlar ve Kıbrıs adasının siyasal tarihi bu bölümde ele alınarak Kıbrıs sorununda karşı karşıya olan iki toplumun birbirine olan yaklaşımı ortaya konmaya çalışılmıştır. Kıbrıs Adası için ortaya konan çözüm önerilerinden Annan Planı çözüm konusunda yapılmış kapsamlı bir çalışma olması sebebiyle ayrıca incelenmiştir. Üçüncü bölümde, Kıbrıs meselesi bağlamında küresel aktörler incelenmiştir. Kıbrıs meselesinin çözümsüzlüğünde önemli etkilerden biride küresel güç mücadelesinde yaşanan çıkar çatışmalarının Kıbrıs sorununa da yansımasıdır. Bu bölümde Amerika, İngiltere, Rusya, Çin ve Avrupa Birliği'nin Ada üzerindeki çıkarları irdelenmiş ve bulanan enerji kaynakları çerçevesinde izledikleri politikalar ortaya konmaya çalışılmıştır. Son bölümde ise Türkiye'nin Kıbrıs meselesine ve Doğu Akdeniz'de keşfedilen enerji kaynaklarına yönelik stratejisi incelenmeye çalışılmıştır.

The geostrategic location of the Cyprus Island not only provides important advantages for the states that dominate the island, but also carries risks. While the strategic location of the island attracted the attention of the dominant powers to the island, it was an important factor in the Cyprus issue becoming an international multidimensional problem. In the struggle for sharing on the island, the fact that the interests of global actors were also articulated to the uncompromising attitudes of Turkish and Greek societies regarding coexistence and joint governance drove the solution of the issue to a sufficient deadlock. With the fossil resources discovered in the Eastern Mediterranean, the Cyprus issue has gained a new dimension. The sharing problem of hydrocarbon resources, which is a strategically important energy resource, was added to the sharing problem of the island. How the discovered resources will contribute to the solution of the Cyprus issue has been examined in this study. After the discovery of energy resources in the Eastern Mediterranean, the discourses and policies of the regional and global actors who play an active role in the solution of the Cyprus issue are examined, and the effect of hydrocarbon resources on the solution or non-solution has been evaluated with the literature review method. In the first part, the geostrategic importance of Cyprus Island and the share of the resources discovered in the Eastern Mediterranean in the world energy reserves will be mentioned. In the second part, factors that make up the Cyprus problem are discussed. The historical process of the Cyprus problem has been explained and the historical roots of the problem are discussed. The ideological approaches that lie behind the Cyprus issue and the political history of the island of Cyprus are discussed in this section, and the approach of the two communities facing each other in the Cyprus problem has been tried to be revealed. Annan Plan, which is one of the solution proposals put forward for the Cyprus Island, has been examined separately as it is a comprehensive study on the solution. In the third section, global actors in the context of the Cyprus issue are examined. One of the important effects on the non-resolution of the Cyprus issue is the reflection of the conflicts of interest in the global power struggle to the Cyprus problem. In this section, the interests of America, Britain, Russia, China and the European Union on the island are examined and the policies they follow within the framework of the found energy resources are tried to be put forward. In the last part, Turkey's strategy towards Cyprus issue and energy resources discovered in the Eastern Mediterranean has been tried to be examined.
