Özet
Kurumların rutinleşen iç ve dış yazışmaları fiziki ortamlarda mektup, kargo gibi yavaş, masraflı ve yorucu yöntemlerle yürütülürken elektronik belge yönetim sistemi ile elektronik ortamdan hızlı, düşük masraflı ve kolay bir yöntemle yürütülmeye başlanmıştır. Elektronik Belge Yönetim Sistemleri kurumlara fiziki ortamda yapılan imza, paraf, mühür, onay gibi işlerin tamamını elektronik ortamda daha hızlı, daha güvenilir ve daha masrafsız olarak yürütme imkânı sunmaktadır. Kurumlar EBYS'ye geçmeden önce bürokrasinin yürütülmesi için çokça çaba harcarken kırtasiye masrafları da bir o kadar yüksektir. Ancak kurumların elektronik belge yönetim sistemine geçişi ile belgenin üretiminden nihai tasfiyesine kadar geçen tüm süreçler kırtasiye masrafı olmadan ve belgenin onay süreçleri hızlı bir şekilde ast üst ilişkisine uygun onaylar alarak üst yönetime gönderilir. Bu tez çalışması Türkiye'de 18 devlet, 22 vakıf/özel üniversitesi olmak üzere toplam 40 üniversitenin EBYS kullanım analizi yapılarak EBYS'yi kullanan ve kullanacak olan kurum ve kuruluşlara bilgi vermek amaçlanmıştır. Çalışmanın anket analiz kısmında SPSS v.26 paket programı kullanılmıştır. Çalışma sonucunda her kurumun farklı ara yüzlere ve özelliklere sahip elektronik belge yönetim sistemleri kullanmasına karşın sisteme bakışın olumlu olduğu tespit edilmiştir. Ancak vakıf/özel üniversitelerin kullandıkları sistemler, devlet üniversitelerine oranla daha verimsiz olduğu tespit edilmiş ve aynı zamanda özel/vakıf üniversitelerinde verilen EBYS eğitimlerinden ankete katılan büyük çoğunluğun memnun olmadığı tespit edilmiştir.

While the routine internal and external correspondence of the institutions was carried out in physical environments in slow, costly and tiring methods such as letters and cargo, electronic document management system started to be carried out in a fast, low cost and easy way from electronic environment. Electronic Document Management Systems provides institutions with the opportunity to carry out all the works such as signatures, initials, seals and approvals made in physical environment faster, more reliable and more cost-effective electronically. While institutions make a lot of efforts to carry out the bureaucracy before moving to EBYS, stationery costs are just as high. However, with the transition of institutions to the electronic document management system, all processes from the production of the document to its final liquidation are sent to the senior management without stationery costs and the approval processes of the document are quickly sent to the senior management by obtaining approvals in accordance with the subordinate parent relationship. This thesis study was aimed to provide information to the institutions and organizations that will use and use EBYS by analyzing the EBYS usage of 40 universities, including 18 states and 22 foundations/private universities in Turkey. SPSS 26 package program was used in the survey analysis part of the study. As a result of the study, it was determined that although each institution uses electronic document management systems with different interfaces and features, the view of the system is positive. However, the systems used by foundation/private universities were found to be more inefficient than public universities and at the same time, the vast majority of respondents were not satisfied with the EBYS trainings given at private/foundation universities.
