Özet
Bu çalışmada BM Güvenlik Konseyi güç kavramı odağında analiz edilmektedir. Bu kapsamda BM Güvenlik Konseyi'nin yapısı, işleyişi, uluslararası sistem ve uluslararası ilişkilerde nasıl rol üstlendiği irdelenmektedir. Ayrıca BM Güvenlik Konseyi'nin daha iyi anlaşılması adına hem genel olarak Birleşmiş Milletler (BM) örgütü hem de Milletler Cemiyeti (MC) dönemi inceleme konusu yapılmaktadır. Teorik çerçeve içerisinde ise Realizm ve Marksist yaklaşımlardan yararlanılmıştır. Fakat çalışmanın ana teorik çerçevesi Dünya Sistemleri Analizi olarak belirlenmiştir. Çalışmada nitel yöntem tercih edilmiştir. Ancak gerekli yerlerde nicel yöntemden ve örnek olay incelemelerinden de yararlanılmıştır. Çalışmada üç ana amaca ulaşılması planlanmıştır. Birincisi, BM Güvenlik Konseyi'nin sistemik düzeyde statükonun sürdürülmesinde nasıl bir rol oynadığını tespit etmek şeklinde belirtilebilir. İkincisi, BM Güvenlik Konseyi'nin merkez-çevre ilişkilerinde yararlanılan bir araç olup olmadığını ortaya koymaktır. Üçüncüsü, BM'nin tıpkı MC gibi aslında bir güç dengesi sisteminin göstergesi mi olduğunu tespit etmek amaçlanmaktadır. Elde edilen sonuçlar ise kısaca şu şekilde ifade edilebilir: Uluslararası ilişkilerin analizinde güç kavramı anahtar rol oynamaktadır. Uluslararası sistemdeki genel eğilim güç dengesi sistemini işaret etmektedir. Bu kapsamda BM Güvenlik Konseyi de bir 'güç dengesi sistemi'nin varlığını ortaya koymaktadır. Öte yandan BM Güvenlik Konseyi, merkezin çevreyi kontrol etmesinde yararlanılan bir araç işlevi rolü oynamaktadır. Ayrıca BM'nin bir reform süreci geçireceği ya da MC'nin akıbetine uğrayacağı öngörülmektedir.

In this study, the UN Security Council is analyzed with a focus in the concept of power. In this context, the structure and functioning of the UN Security Council and the role it plays in the international system and international relations are examined. In addition, both the United Nations (UN) organization and the period of the League of Nations (LN) are subject to scrutiny in order to better understand the UN Security Council. In the theoretical framework; Realism and the Marxist approaches were used. However the main theoretical framework of the study has been determined as the World Systems Analysis. The qualitative method was preferred in the study. However; quantitative methods and the case studies were also used where necessary. Three main objectives were planned to achieve for this study. The first can be stated as determining how the UN Security Council plays a role in maintaining the status quo at the systemic level. The second is to reveal whether the UN Security Council is a tool which used in center-periphery relations. Third, it is aimed to identify if the UN is actually an indicator of a balance of power system, just like the LN. The results obtained can be briefly expressed as follows: The concept of power plays a key role in the analysis of international relations. The general trend in the international system indicates the balance of power system. In this context, the UN Security Council reveals the existence of a“balance of power system”. On the other hand, the UN Security Council plays the role of a tool used by the core to control the periphery. In addition, it is predicted that the UN will undergo a reform process or the UN will share with the LN's fate.
