Özet
Üçüncü parti lojistik, işletmelerin kendi kaynakları ile gerçekleştirdiği lojistik fonksiyonlardan bazılarını ya da tamamını belirli koşullar altında alanında yetkin olan hizmet sağlayıcılara yaptırararak sürecin sistematik bir şekilde yürütüldüğü faaliyetler zinciridir. Küreselleşmeyle birlikte sektörde farklı uzmanlık alanlarına sahip birçok üçüncü parti lojistik hizmet sağlayıcısı faaliyette bulunmaktadır. Bu sebeple çok faktörün etki ettiği bir durumda isteklere en uygun hizmeti veren firma seçimini yapmak kolay olmayacaktır. Bu nedenle; üçüncü parti lojistik hizmet sağlayıcısı seçim sürecinde firmaların karar verme sürecine yardımcı olabilecek bir sistem tarafından desteklenmeleri gerekmektedir. Bu bağlamda çalışmanın üçüncü parti lojistik hizmet sağlayıcısı seçimine odaklanması ve alternatifler arasından en ideal olanının seçimini yapmaya destek olması çalışmanın önemini arttırmaktadır. Üçüncü parti lojistik hizmet sağlayıcısı seçimi problemlerinde ise birçok faktör aynı anda ele alındığından dolayı çözümünde karar vericilerin etkin kararlar vermesine destek olacak çok ölçütlü karar verme yöntemleri yaygın olarak kullanılmaktadır. Bu çalışma, 3PL hizmet sağlayıcısı seçimi sürecinde işletmelerin karar vermesine destek olabilmek için çok ölçütlü karar verme yöntemlerinden olan Entropi tabanlı PROMETHEE, VIKOR ve TOPSIS yönteminin bütünleşik bir şekilde kullanıldığı hibrit bir modele dayanan bir yaklaşım sunmayı hedeflemektedir. Modelin geçerliliğini ölçebilmek için Mersin'de yaş sebze-meyve ve narenciye alanında üretim gerçekleştiren büyük ölçekli bir işletmede uygulama gerçekleştirilmiştir. Entropi yöntemi, belirlenen kriterlerin ağırlıklarını belirlemede, PROMETHEE, VIKOR ve TOPSIS yöntemi ise ağırlıklandırılan kriterlerin kullanılarak en uygun üçüncü parti lojistik hizmet sağlayıcısının sıralanması ve seçiminde kullanılmıştır. Yapılan analizler sonucunda elde edilen verilere göre en önemli kriterin finansal performans kriteri olduğu ve en düşük etkiye sahip kriterin ise hasar/kayıp geçmişi kriterinin olduğu tespit edilmiştir. Mevcut literatür taraması ve işletmedeki karar vericilerden elde edilen veriler doğrultusunda belirlenen on beş adet kriter baz alınarak yapılan değerlendirme sonucunda beş adet alternatif üçüncü parti lojistik hizmet sağlayıcısı arasından en iyisinin A3 alternatifi olduğu belirlenmiştir.

Third-party logistics is the chain of activities in which the systematical implementation of the process by getting competent service provides to carry out some or all logistic functions that enterprises used to carry out using their own resources under certain conditions. Alongside of globalization, there are many third-party logistics service providers operating in the sector with different areas of expertise. Therefore, in a situation where many factors have influence, it will not be facile to choose the company that provides the most suitable service to the request. For this reason, companies must be supported by a system that can assist them during the third-party logistics service provider decision-making process. In this context, the fact that the study focuses on the selection of third-party logistics service providers and supports choosing the most ideal one among the alternatives increases the significance of the study. In third-party logistics service provider selection problems, since many factors are addressed simultaneously, multi-criteria decision making methods are widely used to support decision-makers in making effective decisions. This study aims to show an approach based on a hybrid model in which the Entropy-based multi-criteria decision making methods such as PROMETHEE, VIKOR, and TOPSIS methods that are used in an integrated way to support the decision-making of the enterprises in the third-party logistics service provider selection process. In order to evaluate the validity of the model, an application was performed in a large-scale enterprise producing fresh vegetables, fruits, and citrus fruits in Mersin. The entropy method was used to determine the significance of the determined criteria, and the PROMETHEE, VIKOR and TOPSIS methods were used to rank and select the most suitable third-party logistics service provider by using the significance criteria. According to the data obtained, it has been detected that the most important criterion is the financial performance criterion and the criterion with the lowest effect is the damage/loss history criterion. As a result of the evaluation made based upon fifteen criteria determined in line with the current literature search and the data obtained from the decision-makers in the enterprise, it was determined that the best of the five alternative third-party logistics service providers was the A3 alternative.
