Construction industry is developing but still heavily depends on subcontracting works and suppliers. Relationships within the supply chains are complex and contain various problems based on trust issues. Trust related problems cause fragmentation and adversarial relationships in supply chains and expose projects to risks in terms of late delivery or over budget. In order to overcome these problems, UK government suggests several approaches as solutions. However, in public reports, there are several inconsistences in terms of what they suggest and what they actually mean. This research focuses on investigating supply chain problems and solutions that are exist in both in related literature and in UK public reports. Then analyse the language of these solutions which are recommended in public reports based on various relational norms. The findings show that UK government is recommending more collaborative and cooperative procurement methods and contractual arrangements. However, the language that authors used in describing the solutions sometimes shows inconsistences. These inconsistencies are analysed and discussed from the perspective of relational contracting theory. Although solutions always mention about being collaborative and establishing long-term relationships within the supply chains, trust is still a big problem and can be counted as both root cause and outcome of supply chain relationships. Ultimately, results and redeveloped model can be used by policy makers or companies who want to understand the rationale behind supply chain relationships and improve their supply chains in order to deliver more successful projects
