European Environment Agency (EEA, 2016) indicates that although Turkey has lower Domestic Material Consumption (DMC) than the European average, the resource productivity of Turkey is also lower than European countries. In order to increase productivity and achieve sustainability, the R's principles (reduce, reuse, recycle) of the circular economy should be implemented. Energy intensity of Turkey has been growing during the recent years. Buildings' construction processes and materials have a significant importance to reduce this energy intensity. Providing buildings which has lower energy demand and using life-cycle assessment technics will probably help to increase productivity. Therefore, this paper aims to analyse possible eco-innovations solutions for efficient low carbon buildings and ways to implement circular economy principles in Turkey. Moreover, this study contributes to the circular economy research in the built environment in Turkey. Firstly, current overview of Turkey has examined and circular economy practices have been reviewed. Then, theoretic city model for Kayseri has been introduced and framework of the model has been established. Finally, conclusions and suggestions have been provided for circular construction chain in Kayseri. It was determined from the study that three enabler tools which are policies, funding and awareness & collaboration could help to implement circular city model in Turkey.
