Özet
Firmalar açısından ekonomik olarak büyümek, verimlilik düzeyini arttırabilmek ve kalkınabilmesini sağlamak için Ar-Ge faaliyetleri büyük önem taşımaktadır. İktisadi ve sosyal farklılıkların belirleyici olan araştırma ve geliştirme faaliyetleri, yarattığı dışsal ekonomiler nedeniyle kamu müdahalesini gerekli kılmış ve dünyada olduğu gibi Türkiye'de de birçok teşvik paketleri ile desteklenmektedirler. Teknoloji geliştirme bölgeleri gibi özel tanımlı bölgeler ise ekonomik büyüme ve gelişmenin önemli bir aracı olarak görülmektedir. Devletin, kamu ve özel sektör işbirliğine ve dolayısıyla yeni düzenlemelere kapı açan bu oluşumlara gösterdiği ilgi ve destek oldukça yoğundur. Çalışmada temel olarak Teknoloji geliştirme bölgesi bünyesinde bulunan firmalar ile Ar-Ge merkezine sahip firmaların 4691 sayılı Teknoloji Geliştirme Bölgeleri Kanunu ve 5746 sayılı Araştırma, Geliştirme ve Tasarım Faaliyetlerinin Desteklenmesi Hakkında Kanun ile kendilerine sağlanan ayrıcalık ve kolaylıklardan ne derece yararlandıkları ve hedeflenen verimlilik düzeyine ne ölçüde ulaşabildiklerinin ortaya konulması amaçlanmıştır. Çalışmanın analiz kısmında Teknoloji Geliştirme Bölgesi'nde yer alıp, aynı sektörde faaliyet gösteren, ilgili kanun kapsamında sağlanan teşvik ve desteklerden yararlanan firma ile herhangi bir devlet teşvik ve desteğinden yararlanmayan bir firmanın 2019-2020 dönemlerine ait mali verileri Rapmods-Ramsay verimlilik ölçme yöntemiyle analiz edilmiştir. Analiz sonucuna göre Ar-Ge faaliyetlerine sağlanan teşvik ve desteklerden yararlanan firmanın verimlilik oranları biri hariç, yararlanmayan firmaya göre daha yüksek çıkmıştır.

R&D activities are of great importance for companies to grow economically, to increase their productivity level and to ensure their development. Research and development activities, which are determinant of economic and social differences, necessitated public intervention due to the external economies they created and are supported by many incentive packages in Turkey as well as in the world. Specially defined regions such as technology development zones are seen as an important tool of economic growth and development. The interest and support shown by the state to these formations, which open the door to public and private sector cooperation and therefore to new regulations, is quite intense. In the study, basically, the companies within the Technology Development Zone and the companies with R&D centers benefit from the privileges and conveniences provided to them by the Law on Technology Development Zones No. 4691 and the Law No. 5746 on Supporting Research, Development and Design Activities, and the targeted efficiency. It is aimed to reveal to what extent they have reached the level of In the analysis part of the study, the financial data of a company located in the Technology Development Zone, operating in the same sector, benefiting from the incentives and supports provided within the scope of the relevant law, and a company that does not benefit from any government incentives and support, for the 2019-2020 periods were analyzed by the Rapmods-Ramsay productivity measurement method. . According to the results of the analysis, the productivity ratios of the firm that benefited from the incentives and supports provided for R&D activities were higher than the firms that did not, except for one.
