Pumped storage plants offer benefits at different levels of the electricity value chain when they are coupled with intermittent wind power generation. However, there is a shortcoming of practical methodologies to quantify these benefits so that investment decisions can depend on them. Also there is a disparity in the literature between the engineering approaches that maximise the profit from the single asset's perspective and the system approaches that minimise the cost from the overall system's perspective. This study proposes a practical methodology for assessing windcoupled pumped storage projects and it bridges the gap between the engineering and system approaches. Using the system modelling approach, a chance-constrained sizing and dispatching optimisation algorithm has been developed from first principles in Matlab using historical wind power, load, and market price data. This algorithm is used to quantify the benefits for dedicated pumped storage plants on community-scale applications in terms of cost reductions for the endusers. Subsequently, to quantify the arbitrage-based profits of merchant pumped storage plants that participate on spot electricity markets, the engineering problem is modelled in an optimisation tool called EnergyPro. Both cases are conducted within the scope of a feasibility study in Turkey. This is the first detailed study in the literature to investigate the viability of different wind-coupled pumped storage scenarios in Turkey and the impacts of new regulations on unlicensed wind generation. It is also the first study to analyse the Turkish spot electricity market in terms of opportunities for arbitrage-based operational strategies.
