Özet
Günümüzde terörizm, uluslararası güvenlik ve istikrar için önemli bir tehdit olarak ortaya çıkmıştır. Buna karşılık Birleşmiş Milletler terörle mücadele amacıyla yasal taslaklar geliştirmiş ve uygulanmaları stratejik bir plan ve pratik şeması kurmuştur. Fakat, Birleşmiş Milletler üye ülkelerinin terrorizm üzerine ortak bir vizyonda buluşamamaları, ayrıca karkı karşıya kaldıkları siyasi ve ideolojik iç zorluklar bu yönde pozitif bir gelişimin karşısında en büyük engel olarak ortaya çıkmaktadır. Bu tez, bu problemin daha iyi anlaşılabilmesi için öncelikle terörizm kavramını açıklayarak, yasal olarak terrorizmindiğer şiddet içeren eylemler arasındaki farkı açıklayıp, sonrasında ise Birleşmiş Milletler'in terörle mücadele çabalarının temelini oluşturan yasal temelleri ve ana hatları ortaya koymaya çalışmaktadır. Aynı zamanda terörle mücadele faaliyetlerinde meydana gelen gelişmeleri de kapsayan çalışma, Birleşmiş Milletler uluslararası terörle mücadele stratejisinden başarılarını ve eksikliklerini ortaya koyar.

For several decades terrorism is considered as a threat to international security and stability. However, terrorism was not born in our era as history is full of terrorist movements and actions that pursue to achieve political targets based on the use of violence and the spreading of terror and fear. Since its early stages, the United Nations and its apparatus have developed legal drafts with the purpose of forbidding and fighting terrorism and limiting its spread, for this purpose they have issued many important resolutions, but it has faced internal challenges represented in the political and ideological divisions of its state members and the absence of a common vision about the meaning of terrorism. It has also faced external challenges represented in the activities of the terrorist organizations and its exploitation of the political transformations to create serious challenges towards the world community. This thesis attempts to explain the difference between the concept of terrorism and other violent actions and to reveal the legal foundations and outlines that form the base of the United Nations in its efforts to fight terrorism, it also covers the development that happened in the activity of the United Nations in fighting terrorism before the international strategy of combating terrorism; and its consequences have been adopted. This paper also concludes with the series of results and challenges that the United Nations has been faced in its efforts of fighting terrorism.
