Özet
Gümrük rejimi, Türkiye Gümrük Bölgesine eşya giriş-çıkışının kanunla belirlenen usul ve esaslar ile gerçekleştirilmesidir. Çalışmamızda Türkiye için büyük önem taşıyan dış ticaret sistemi kapsamında yer alan gümrük rejimleri ve ilgili rejimlerin uygulamadaki sorunları araştırılmıştır. Gümrük rejimleri, ekonomik etkili ve ekonomik etkili olmayan gümrük rejimleri olarak sınıflandırılmaktadır. Ekonomik etkili gümrük rejimleri; Gümrük Antrepo, Dâhilde İşleme, Gümrük Kontrolü Altında İşleme, Geçici İthalat, Hariçte İşleme; Ekonomik etkili olmayan gümrük rejimleri ise Serbest Dolaşıma Giriş, Transit ve İhracat rejimidir. Araştırmamızda gümrük rejimleri irdelenmiş, gümrük rejimlerinin uygulanmasında ve işleyişinde karşılaşılan problemler ve bunlara ilişkin çözüm önerileri dış ticaret sektöründeki kişi ve kurumlarla yapılan anket çalışması ile belirlenmiştir.

Customs regime is the realization of the entry and exit of goods into the Customs Territory of Turkey with the procedures and principles determined by law. In our study, the customs regimes within the scope of the foreign trade system, which is of great importance for Turkey, and the problems in practice of the relevant regimes were investigated. Customs regimes are classified as economically effective and non-economically effective customs regimes. Economically effective customs regimes; Customs Warehouse, Inward Processing, Processing Under Customs Control, Temporary Import, Outward Processing; The customs regimes that are not economically effective are the Free Circulation, Transit and Export regimes. In our research, the customs regimes were examined and the problems encountered in the implementation and operation of the customs regimes and the solutions for them were determined by a survey conducted with individuals and institutions in the foreign trade sector.
