Özet
Göç hareketliliği günümüzde en yoğun biçimde yaşanmaktadır. Ülkeler politik kararları, ekonomik menfaatleri ya da tamamen içsel anlayışları ile göçmen, mülteci ve sığınmacı kabul etmektedir. Türkiye dünyada en fazla sayıda mülteciye ev sahipliği yapan ülkedir. Siyasal olayların getirmiş olduğu zorlu süreç, mültecilerin kente olan entegrasyonu ile daha karmaşık, çok boyutlu ve dinamik hale gelmekte, menşe ülkelerin sosyo-ekonomik ve sosyo-kültürel durumlarını da etkilemektedir. Kamusal alanın en önemli mekânlarından biri olarak çeşitli işlevlere sahip olan kent parkları dil, din, ırk, kültür ve sosyo-ekonomik yönden farklı yapıya sahip tüm bireylerin birlikteliğini sağlamaktadır. Bu araştırmada kent parklarının mültecilerin kente uyum sürecinde rolü ve işlevleri incelenmektedir. Araştırma kapsamında Belçika, Brüksel'den seçilen Maximillian Kent Parkı ile İngiltere, Sheffield'dan seçilen Norfolk Heritage Park, Graves Park ve Hayvan Çiftliği ve Sheffield Botanik Bahçesi örnekleri literatüre dayalı olarak incelenmiştir. Türkiye'den ise başkent Ankara'nın Altındağ ilçesinde bulunan Ulubey Şehit Ömer Karaosmanoğlu Park çalışma alanı olarak seçilmiş, 103 katılımcı ile yüz yüze bir anket çalışması yapılmıştır. Park ziyaretçilerine uygulanan anket ile yerel halkın ve mültecilerin park kullanım eğilimleri, parkın birlikte kullanımına ilişkin ne hissettikleri ve mültecilerin kente uyumunda parkın işlevsel olup olmadığı araştırılmıştır. Literatüre ve ankete dayalı olarak incelenen tüm kent parkı örnekleri mültecilerin yeni bir kente uyum sağlaması için parkların önemli bir işlev yüklendiğini göstermektedir. Ulubey Şehit Ömer Karaosmanoğlu Park'ta yapılan anket çalışması sonuçlarına göre, yerel halk ile mülteciler arasında henüz tam bir uyumun tesis edilemediği görülmüş, mülteci kadınların mülteci erkeklere göre iletişim kurmakta ve uyum konusunda daha çok zorlandığı tespit edilmiştir. Tez çalışması ile mültecilerin uyum sürecinde kent parklarının planlama ve tasarımı konusunda yerel yönetimlere çözüm önerileri sunulmuştur.

Nowadays, migration mobility is the most intense phenomenon. Countries accept immigrants, refugees, and asylum seekers, whether their motivation is political, economic, or personal. Turkey accepts refugees and asylum seekers the country hosting the largest number of refugees in the world. The integration of refugees into the new cities is a complex, multidimensional and dynamic process and affects the socio-economic and socio-cultural conditions of the countries of origin. Having great importance as public spaces, urban parks combine various functions that help to unite individuals independently of their native language, religion, race, economic and cultural background. In this research, the role and functions of urban parks in the adaptation process of refugees to the city are examined. Within the scope of the research, samples of Maximillian City Park selected from Brussels, Belgium and Norfolk Heritage Park, Graves Park and Animal Farm and Sheffield Botanical Garden selected from Sheffield, England were examined based on the literature. From Turkey, Ulubey Şehit Ömer Karaosmanoğlu Park, located in Altındağ district of the capital Ankara, was chosen as the study area, and a survey was conducted with 103 participants. With the questionnaire applied to the park visitors, the park usage tendencies of the local people and refugees, how they feel about the use of the park together, and whether the park is functional in the adaptation of the refugees to the city were investigated. All urban park examples analyzed based on literature and surveys show that parks play an important role for refugees to adapt to a new city. According to the results of the survey conducted in Ulubey Şehit Ömer Karaosmanoğlu Park, it has been observed that a full harmony has not yet been established between the local people and refugees, and it has been determined that refugee women have more difficulties in communicating and adapting than refugee men. With the thesis study, solutions were offered to local governments on the planning and design of urban parks in the adaptation process of refugees.
