Özet
Yakın dönemde etkileri derinleşerek artan“Kürt Sorunu”Türkiye siyasetinin yapısal kriz alanlarının başında gelmektedir. Rasyonel bir çerçevede doğru anlaşılması adına; soruna kaynaklık eden sebepler ve gelişen süreçlere bağlı olarak Kürt etnik kimliğinin politizasyonu ve yine bu süreçler boyunca“devlet aklı”nın Kürt sorununu algılama biçimlerinin siyaset bilimi açısından incelenmesi önem arz etmektedir. Kürt sorununun çözümü hukuk devleti ilkeleri temelinde devlet-toplum ilişkilerinin sağlıklı bir zemine kavuşması, ekonomik kalkınma ve istikrar gibi konularda turnusol işlevi görecektir. Bu çalışmada, Kürt sorunu özelinde“devlet aklı”nın soruna yaklaşımının Kürt siyasal hareketinin seyrinde meydana gelen dönüşümlerle birlikte eş zamanlı olarak değerlendirilerek devlet aklının icracısı olan siyasa yapıcı ve uygulayıcı aktörlerin geliştirdiği söylem ile politikaların sorun üzerindeki etkilerinin bir dönemselleştirme üzerinden tetkik edilmesi amaçlanmaktadır. Öncelikle,“modern devlet”ve“devlet aklı”kavramları çözümlendikten sonra modernleşme, merkezileşme, milliyetçilik ve ulus-devlet ekseninde sorunun kaynağına yönelik teorik, kavramsal ve tarihsel bir değerlendirmeden yola çıkılarak“devlet aklı”merkezli olarak Kürt sorununu algılama biçimleri ve oluşturulan söylemler analiz edilecek, sorun üzerinde meydana gelen kırılmalara bağlı algı değişimleri ve politik reaksiyonlar incelenecektir.

The“Kurdish question”, of which effects have increasingly deepened in the recent times, is one of the primary structural crises of Turkish politics. In order to be understood accurately within a rational framework, it is vital to analyse the politicization of the Kurdish ethnic identity based on the causes of the problem as well as the developing processes, and how the“reason of state”perceives the Kurdish question during these processes, from the point of political science. The solution of the Kurdish question will serve as litmus test on issues such as the establishment of sound state-society relations based on the principles of the state of law, economic development and stability. This study aims to analyse the effects of the discourse and policies developed by those policy-making and implementing actors, who are the performers of the reason of state, on the subject question through periodization, by synchronously evaluating how reason of state approaches to the Kurdish question, in particular, together with the transformations occurring in the course of the Kurdish political movement. First of all, with reference to the theoretical, conceptual and historical evaluation of the source of the subject question in the axis of modernization, centralization, nationalism and nation-state after analysing the concepts of“modern state”and“reason of state”, the ways of perceiving the Kurdish question and the discourses developed based on the“reason of state”will be analysed, and the changes in perception and political reactions based on the fractions occurring on the subject question will be examined.
