Özet

Özet İttihat ve Terakki, yaklaşık bir asırdır süregelen yenileşme hareketlerinin bir sonucu olarak doğmuş ve bunu hayata geçirmek için de 1908 devrimini gerçekleştirerek Meşrutiyeti getirmiştir. Siyasi alanda yepyeni uygulamaları hayata koyan İttihat ve Terakki, iktisadi alanda da bir sürü yenilikler gerçekleştirerek ülkeyi ekonomik açıdan da geliştirmek için uğraşmıştır. Sanayiyi, ticareti ve her türlü iktisadi faaliyeti geliştirecek yeni kanunlar çıkartarak bunların gelişmesine engel olan eski uygulamaları kaldırmıştır. Birinci Dünya Savaşı başta olmak üzere birkaç savaşla uğraşmış olmasına rağmen, siyasi alanda olduğu kadar, iktisadi alanda da kapitülasyonları kaldırmak gibi büyük atılımlarla Cumhuriyetin temelini oluşturmuş ve önünü açmıştır. Cavit Bey'in Maliye Nazırı olmasıyla da mali sistemlerde ve maliye teşkilatında büyük yenilikler ve gelişmeler yaşanarak devletin gelirlerinde büyük artışlar sağlanmıştır. Ayrıca Cavit Bey'in iktisadi alandaki gelişmelere olan desteğiyle de bu kesimde ciddi gelişmeler yaşanmıştır.

The Committee of Union and Progress, having come into being as a result of a century long reform movements, in order to be able to put these reforms into practice, staged a coup d'etat in 1908 and established a constitutional government. Besides political reforms, the Committee of Union and Progres, attempted to make reforms in the field of political, social and economic life and endeavourd to improve the national economiy. By inacting new laws, it contributed to the development of commerce, industry and other economic activities of the contry and abolished the old practices which hindered the development of these economic activities. Despite numerous wars. Among which the First World War was the leading, in the field of politics, as well as in economic as in the case of the abolishment of the capitulations, the Committee of Union and Progress made good progress and paved the way for the foundation and development of the Turkish Republic. As regards to financial developments of the period, following the appointment of Cavit Bey as Finance Minister, financial institutions were reformed and an increase of revenue was assured. Apart from this Cavit Bey's efforts to promote the financial developments, proved to be helpful.
