ABSTRACT An unprecedented event was the 'collapse of Eastern Europe' in.989 via the communist parties'“losing power ana the newcomers' expressing commitment in creation of multiparty parliamentary iemocracies with market economies. On the economic component, conventional theory provided the ;ountries with the tools, believing in the definite end: following the ;oncept of economic 'transition*, necessary steps to be taken were, by ind large, macroeconomic stabilization cum liberalization plus systemic change, where the latter could take at least a decade, the cormer should be implemented as soon and quickly as possible. Poland was the pioneering case with the so-called comprehensive 'Balcerowicz Plan”of December 1989; Romania was amongst the late ;omers relatively: by 1990 a piecemeal liberalization was introduced -.'here stabilization came by 1991 at a point where there were hardly my other chances. On political economy grounds, conventionally launching and jersistence of a reform as well as stabilization cum liberalization lecessitates popular support/consensus and such a support is more sasily built in a period of extraordinary politics, where there appears a political capital to be invested in terms of legitimizing ;he change. A relative lateness in terms of economic transition seems surprising on the first hand: Poland had a strong ' Solidarity * support mder the conditions of crisis and 'kamikaze technocrats' played the ;ritical role, but take the Romanian case where bloody demise of :eaucescus seem promising for gathering of a popular support to Initiate and continue necessary changes. Relative lateness is explained conventionally via different listorical heritages and/or incapability of the cadres engaged in rent-seeking. A detailed analysis show that, departing from the ^eaucescu legacy (paternalistic state mainly), the lateness in Romania Is due to post-communist cadres' investing the political capital and asing the popular support in reinforcing political change (for democracy and freedom) in self-legitimization, where economic stabilization is attributed a secondary importance.
