Özet
1980'li yıllardan itibaren Amerika Birleşik Devletleri başta olmak üzere gelişmiş ve gelişmekte olan pek çok ülkede, bütçe açıklarının önemli boyutlara ulaşması ve cari işlemler dengesinde gerçekleşen yüksek açıkların bütçe açıklarını izlemesi sonucunda, her iki açık arasında bir ilişki olduğunu/olabileceğini ileri süren“ikiz açık hipotezi”ortaya konulmuştur. Bir ekonomide hem bütçe açığına rastlanılması hem cari işlemler (ya da dış ticaret) açığı olması, iktisat yazınında“ikiz açık”durumu olarak ifade edilmektedir.“İkiz açık”tabiri, geleneksel anlamda bütçe açıklarının cari işlemler (ya da dış ticaret) dengesinde bozulmaya yol açmasını ifade etmektedir. Bütçe açığı ve cari açığın aynı yönde hareket etme eğilimi veya bütçe ve cari açığın aynı anda ortaya çıkması ikiz açık olarak tanımlanır. İkiz açıkl kavramı, 1980'lerden beri politikacıların, ekonomistlerin ve akademik camianın dikkatini çekmektedir. Politikacılar, ekonomistler ve akademik camia ikiz açığın varlığını herhangi bir ekonomide büyük bir makroekonomik endişe olarak görmektedirler. Bu çalışma Türkiye'de bütçe açığı ile cari işlemler açığı arasındaki ilişkiyi belirlemeyi amaçlamıştır. İkiz Açık Hipotezinin geçerliliği 2006:Q1-2021:Q4 döneminde Türkiye ekonomisi için incelenmiştir. Çalışmada İkiz açık Hipotezinin teorik değişkenleri olan Cari açık için Cari İşlemler Dengesinin GSYH'ye oranı, bütçe açığı değişkeni için ise Genel Bütçe dengesinin GSYH'ye oranı temel alınmıştır. İkiz açık hipotezinin Türkiye özelinde araştırıldığı çalışmanın sonuçlarına göre cari açık ve bütçe açığı arasında uzun dönemli bir ilişki tespit edilememiştir. Buna dayanarak, uzun dönemde bütçe açığı ile cari işlemler açığının ilişkili olmadığını destekleyen Ricardo Denklik Hipotezi'nin Türkiye için geçerli olduğunu belirtmek mümkündür. Bununla birlikte kısa dönemde bütçe açığından cari açığa doğru tek yönlü nedensellik ilişkisi tespit edilerek Monetarist yaklaşım desteklenmiştir.

Since the 1980s, in many developed and developing countries, particularly in the United States of America, the fact that budget deficits have reached significant levels and that budget deficits have been followed by large deficits in the current account has led to the“twin deficit”hypothesis, which states that there is or can be a relationship between the two deficits. When an economy has both a budget deficit and a current account (or external) deficit, the economic literature refers to them as“twin deficits.”The term“twin deficits”means that budget deficits cause a deterioration in the current account (or external) balance in the traditional sense. The tendency for the budget deficit and the current account deficit to move in the same direction, or the simultaneous occurrence of budget and current account deficits, is defined as a twin deficit. The concept of twin deficits has attracted the attention of policymakers, economists, and the academic community since the 1980s. Policymakers, economists, and the academic community consider the presence of twin deficits to be a major macroeconomic problem in any economy. This study aimed to determine the relationship between the budget deficit and the current account deficit in Turkey. The validity of the Twin Deficit Hypothesis was examined for the Turkish economy in the period 2006:Q1-2021:Q4. In the study, the ratio of Current Account Balance to GDP for the current account deficit, which is the theoretical variables of the Twin deficit Hypothesis, and the ratio of the General Budget balance to GDP for the budget deficit variable are taken as basis. According to the results of the study in which the twin deficit hypothesis was investigated in Turkey, a long-term relationship could not be determined between the current account deficit and the budget deficit. Based on this, it is possible to state that the Ricardo Equivalence Hypothesis, which supports that the budget deficit and the current account deficit are not related in the long run, is valid for Turkey. However, the Monetarist approach was supported by determining a one-way causality relationship from the budget deficit to the current account deficit in the short term.
