Özet

ÖZET Ülkemiz inşaat sektöründe özellikle üretime yönelik olarak pek çok sorun yaşanmaktadır. Gerek hızlı ve çarpık büyüyen bir sektör olması, gerekse batı ülkelerine oranla inşaat yapım süreci ile ilgili her türlü teknik ve teorik bilgiye daha geç ulaşmasının bu sorunların gündemde olmalarındaki rolü büyüktür. Ülkemizde son yıllarda inşaat firmalarının etkin bir planlamanın öneminin farkına varmaları ve planlama tekniklerinin aktif kullanımına geçmelerine rağmen, tekniklerin, gerektirdikleri bilimsellik ve dikkat çerçevesi içerisinde uygulanmamaları, proje sürecini kısıtlı ve gereken ölçüde izleyememe eksikliğini getirmiştir. Özellikle büyük taahhüt işlerini yapan büyük firmaların şantiyelerinde yaşanan sorunların, doğru ve yeterli bir proje yönetim kontrol sisteminin uygulanmamasından kaynaklandığı söylenebilir. Projenin tüm süreç girdileri olan sürenin, kaynakların ve maliyetin önceden düşünülmesi ve programlanması, bu programın yürürlüğe konulması için uygun bir organizasyonel yapının oluşturulması ve işin yürütülmesi, ayrıca işin planlanan ve programlanana uygun olarak gidip gitmediğinin etkin bir raporlama ve prosedürler sistemi ile denetlenmesi, proje yönetimi kontrol sisteminin amaçlarını oluşturur. Ülkemizdeki büyük firmalardan birinin büyük bir şantiyesinin organizasyonu, planlama ve kontrol sistemi incelenmiş ve bulgular değerlendirilmiştir. Öncelikle firmanın örgüt kuramı içerisindeki yeri, örgüt içi yönetim yaklaşımı, sözkonusu edilen projenin özellikleri, şantiyeye ait bir imalat biriminin organizasyon, planlama, raporlama ve kontrol sistemi ve bunlara ait örneklemeler, firma ve şantiyenin proje yönetimi kontrol sistemleri hakkında fikir vemeye yöneliktir. Araştırma ve değerlendirme sonucu, yapılan imalatlara ve diğer işlevlere de yansıyan planlama, yürütme ve kontrol sistemi problemlerinin var olduğu tespit edilmiştir. Şantiyenin belirli kendine has özelliklerini de gözönünde bulundurarak sistemlerin aksayan kısımları için çözüm önerileri getirilmiş, ayrıca bu çözümlerin ne şekillerde uygulanabilecekleri hakkında fikir yürütülmüştür. Çalışmanın amacı, ülkemizdeki birçok büyük firma şantiyelerinin benzer prototipi saylabilecek bir toplu konut şantiyesinin problemlerini inceleyip değerlendirmek ve tüm sektörün bu konudaki sorunlarının çözümüne ışık tutmaktır. Construction Site Planning Especially for construction industry, the decisions, which were taken at planning phase, should be controlled during construction phase. This means to set a control system and sub-systems, which generate procedures. These control procedures are; 1. Research and Developing Procedure 2. Quality Control procedure 3. Production Program Control procedure 4. Productivity and Cost Control Procedure 5. Setting Control Systems 6. Implementation and Control the Control systems 7. Revising the designs and Procedures. In order to implement a control system, there must be set an effective documentation and reporting system, especially for construction. On the construction site, all events and notes must be reported. For a performing documentation system, there should be made some documentation forms to use on site or office. Also setting a correct organization system is a need of construction organizations. Recruitment, education and assigning right persons to right responsibilities are the basic stones of setting a correct organization system. In our country, a big project and related to project, a big building site, Bursa Yeşilşehir Site has got some problems of its planning and control systems. XVITo say that, the problems occur because of not making a good planning and program is certainly true. Taking the programming function as only strategic and master level programming, there occur many operational and practical problems. All activities of whole project have to be programmed in a detailed form. The common problems, which the site got, are;. Chiefs of operational departments make the operational level - programming at nearly time of operation. Sometimes it's too late to see the operational problems when behaving like that. So, the problems that weren't considered before occur on the site.. The work breakdown structure is always intervened by a manager, so the order of performing works is limped.. Professional computerized methods are not used on project, so the relationships between all activities are not seen. The problems about the control system of Yeşilşehir Site are;. Because of high - detailed control and documentation procedures, the approval difficulties make the work limp.. Having insufficient staff to implement the procedures.. Because of the documentation systems performing between operational departments, information flowing from a department to another has to be performed with a document. This makes the system slower.. The documentation obligations on site take much time. Therefore, responsible persons on the site don't have enough time to control neither work, nor documents correctly. As is seen in the items above, Yeşilşehir organization has got some planning and documentation problems. The purpose of this study is to make some suggestions to solve the problems after a research and analysis about the site. In order to make this, the planning system, work breakdown structures of the project, documentation system and organization system is analyzed and some suggestions have been made. XVllThe first section of study contains theoretical knowledge of project management control systems. The second section contains an organizational analysis of the firm and the construction site. The third section contains the knowledge about project management control systems of site. Finally; the fourth section has got the problems and the suggestions to solve them. XV1U
