Özet
Bu çalışmayla, Sinyal İstihbaratı (SIGINT), İnsan İstihbaratı (HUMINT) ve diğer haber (istihbarat) toplama yöntemleri ile SIGINT alt disiplinleri (Elektronik İstihbarat-ELINT, İletişim İstihbaratı-COMINT ve Yabancı Cihaz Sinyal İstihbaratı FISINT) hakkında detaylı bilgi verilecektir. SIGINT platformları, yönetim ve değerlendirme sistemleri, dinleme hedefleri, önlemleri, bazı ülkelerin SIGINT teşkilatları, sistemleri, SIGINT faaliyetleri özelinde yaptıkları antlaşmalar ve ortak çalışmaları incelenecektir. SIGINT, HUMINT ve diğer istihbarat toplama yöntemleri kullandıkları temel araçlara, hedeflerine, bu istihbarat faaliyetleri sonucunda elde edilebilen bilgi türüne, kapsamına, istihbarat üretilmesindeki etkinliklerine göre değerlendirilecek, avantaj ve dezavantajları belirlenecektir. İstihbarat elde edilmesi Ülkelerin/Devletlerin taktik ve strateji geliştirmeleri, güvenliği için önemli bir faaliyettir. İstihbarat çalışanları doğru bir istihbarat sağlamak için güvenilir, eksiksiz bilgiye en hızlı şekilde ulaşmak ister. Gelişen teknolojiler bunu sağlamaktadır. Bu çalışma hem diğer istihbarat toplama yöntemlerinin anlaşılması hem de SIGINT faaliyetleriyle nasıl daha fazla ve çeşitli bilgiye erişilebildiği, daha etkin istihbarat üretebildiğine yönelik katkı sağlamaktadır.

As a result of the effects, Signal Intelligence (SIGINT), Human Intelligence (HUMINT), other intelligence collection methods, and SIGINT sub-disciplines (Electronic Intelligence-ELINT, Communications Intelligence-COMINT and Foreign Instrumentation Signals Intelligence-FISINT) detail information will be given. SIGINT platforms, management and evaluation systems, targets, measures, SIGINT organizations and systems of some countries, agreements and joint works made specifically for SIGINT activities will be examined. SIGINT, HUMINT and other intelligence collection methods will be evaluated according to the basic tools they use, their objectives, the type and scope of information that can be obtained as a result of these intelligence activities, their effectiveness in producing intelligence, and their advantages and disadvantages will be determined. Obtaining intelligence is an important activity for countries/government to develop tactics and strategy, and for their security. Intelligence employees want to access reliable, complete information as quickly as possible to provide accurate intelligence. Developing technologies provide this. This study contributes both to the understanding of other intelligence collection methods and to how more and various information can be accessed and more effective intelligence can be produced with SIGINT activities.
