Özet
TÜRKİYE'DEKİ DEĞERLİ MADEN VE DEĞERLİ TAŞ PİYASASINDA BORSA İSTANBUL'UN PAYI VE ÖNEMİ 1993 yıllarında Türk Parası Kıymetini Koruma Kanunu Hakkında 32 Sayılı Karar'da alınan değişiklik ve yeniliklerle altının fiyatının belirlenmesi ile ithalatı ve ihracatı serbestleştirilmiştir. Altın ve taş ticaretinin liberalleştirilmesi lehine alınan karar ve uygulamalarla kıymetli maden ve taşların ithalatı-ihracatı konusunda kolaylıklar sağlanmıştır. Bu nedenle Borsa İstanbul'un Türkiye piyasasındaki yeri ve önemi bir kez daha tartışılamaz hale gelmiştir. Bütün bu gelişme gösteren kıymetli maden ve kıymetli taş sektörü, büyütmek için ekonomik açıdan büyük önem taşımakta ve halen gelişmektedir. Borsa İstanbul, sektörün yeniden yapılandırılmasını hedef almıştır. Bu hedefi de gerçekleştirmiştir. Aynı anda finans sektörü ile birlikte çalışarak, sektörün kurumsallaşmasına, uluslararası piyasa da yer edinmesine ve kıymetli maden ve kıymetli taşların dünya piyasasında paralel şartlarda işlem görmesini sağlamıştır. Kısaca uluslararası piyasalarla bütünleşme sağlamak için var olmuştur. Bununla birlikte sektörün ihtiyaç anlarında organize piyasa şartlarını sunmuştur. Bu işlemlerin 3 iş günü içerisinde borsaya bildirme zorunluluğu getirilmiştir. Bu nedenle piyasa içerisindeki hareketlilikle işlem hacmi hesaplanabilir ve alım-satım gerçekleşebilir. Türkiye'deki metal madenlerden üretilen granüller, dore barlar ve her türlü metaller, Madenler Kurulu Rafinelerinde, rafinaj yönetmeliklerinden geçer. 7 iş günü içerisinde borsaya teslim edilir. Sonrasında borsanın yürürlüklüleri belirlenen işlem yönetmeliğine uygun bir şekilde miktar ve ayarına göre Kıymetli Madenler ve Taşlar Piyasasalarında alışverişi gerçekleşir. SPK'nın tüm birimleri ve yatırımcıların bildirileri ve varlıkları Borsa İstanbul A.Ş. tarafından korunmakta ve alım-satım işlemleri yapılmaktadır. Tüm toplanan varlıklar bankaların, Türkiye Cumhuriyeti Merkez Bankası (TCMB) hesabı altında saklanmaktadır. Bu nedenle güveni tartışılmaz derecede önemli ve değerlidir. Ham Elmas Ticaretinin, yürürlüğü 2006/1115 Kurul Kararıyla Kimberley Süreci Sistemine göre işletim görüp Borsa İstanbul A.Ş. tarafından Türkiye'nin yurt içi ile yurt dışı öncüsü olarak belirlenmiştir. Kimberley Süreci Sertifika Sisteminde, Dünya piyasasının ve Türkiye'nin Kıymetli Taşlar üzerinde standart uygunluk taşıyıp taşımadığını incelemede ve belirlemede Türkiye için Borsa İstanbul yetkili olmuştur. Bu Türkiye'deki Kıymetli Taşlar Piyasası için çok önemlidir.

THE SHARE AND IMPORTANCE OF ISTANBUL STOCK MARKET IN THE PRECIOUS METAL AND PRECIOUS STONE MARKET IN TURKEY With the changes and innovations made in the Decision No. 32 on the Protection of the Value of the Turkish Currency in 1993, the price of gold was determined and its imports and exports were liberalized. Precious Metals and Precious Stones operations and management, instead of Istanbul Gold Exchange, Borsa Istanbul A.Ş. It has started to be carried out by the Precious Metals and Precious Stones Market Department, which was established by. With the decisions and practices taken in favor of the liberalization of the gold and stone trade, facilities were provided in the import-export of precious metals and stones. For this reason, the place and importance of Borsa İstanbul in the Turkish market has once again become indisputable. All this developing precious metal and precious stone sector is of great economic importance to grow and is still developing. Borsa İstanbul has targeted the restructuring of the sector. It has accomplished this goal. Working together with the finance sector at the same time, it enabled the sector to institutionalize, gain a foothold in the international market, and trade precious metals and precious stones in the world market under parallel conditions. In short, it existed to provide integration with international markets. In addition, it offered organized market conditions in times of need of the sector. Transactions within the Central Bank of the Republic of Turkey and Borsa İstanbul Precious Metals Market are carried out and regulated only by members of Borsa İstanbul. It is obligatory to report these transactions to the stock exchange within 3 working days. For this reason, trading volume can be calculated with the activity in the market and trading can be realized. Dore bars, granules and all kinds of metals produced from metal mines in Turkey enter the refining process in the Refineries of the Turkish Board of Mines. It is delivered to the stock market within 7 working days. Afterwards, trading takes place in the Precious Metals Market according to the amount and setting in accordance with the transaction regulation determined by the enforcers of the stock exchange and the General Directorate of Mint and Stamp Printing. All funds of the Capital Markets Board and the statements and assets of the investors are protected by Borsa İstanbul Precious Metals and Precious Stones Market department, and trading transactions are carried out. All collected assets are kept under the bank account of the Central Bank of the Republic of Turkey (CBRT). Therefore, his trust is indisputably important and valuable. The Raw Diamond Trade was operated in accordance with the Kimberley Process Certificate System with the decision of the Council of Ministers numbered 2006/1115 and was determined by Borsa Istanbul as Turkey's import and export authority. In the Kimberley Process Certification System, Borsa Istanbul has been authorized for Turkey in examining and determining whether the world market and Turkey are in compliance with the standard on Precious Stones. This is very important for the Precious Stones Market in Turkey.
