Özet
Kültür, içerisinde barındırdığı unsurlarla geçmişten geleceğe toplumları oluşturan bir birikimdir. Antik Çağlardan günümüze kültür turistik bir çekicilik unsuru olarak dikkat çekmektedir. UNESCO dünya miras listesi önemli bir çekicilik unsuru oluşturarak destinasyonların tanıtımına ve turizmine katkıda bulunmaktadır. Türkiye bu listeye ilk olarak 1985 yılında girmiş, günümüzde 19 adet varlıkla bu listede yer almaktadır. Alan yönetimi uygulamaları 1970'li yıllarda başlamasına rağmen UNESCO 2005 yılından itibaren listeye girmek için yapılacak başvurularda alan yönetim planı istemektedir. Alan yönetim planları mirasın korunması ve turizm amaçlı kullanımı için alanın tanımlanması, yönetim politikaları geliştirilmesi, uygulanması ve izlenmesini kapsamaktadır. UNESCO miras alanlarındaki turizm ve koruma uygulamalarının başarısını, alanın yönetiminde ve yönetim planı hazırlanmasında paydaşların aktif olarak katılmalarına dayandırmaktadır. Alandaki en önemli paydaşlardan birisi yerel halktır. Yerel halkın alan yönetimine katılımının sağlanması için katılımcı yönetişim yaklaşımları gerekmektedir. Araştırmanın amacı; yerel halkın alan yönetimine katılma isteğinin koruma ve turizm değeri üzerindeki etkisini incelemek, bu etkide iletişim ve ekonomik kalkınmanın etkilerinin tespit edilmesini sağlamaktır. Bu doğrultuda UNESCO dünya miras listesinde yer alan Efes ve bileşenlerinin bulunduğu İzmir ili Selçuk ilçesinde yaşayan yerel halka anket uygulanmıştır. Araştırmanın evrenini Selçuk ilçesinde yaşayan 37.689 kişi, örneklemini ise anket uygulanan 413 kişi oluşturmaktadır. Araştırmada toplanan veriler Smart PLS 3 programı ile analiz edilmiş ve yapısal bir model kurulmuştur. Araştırma sonucunda yerel halkın alan yönetimine katılım isteğinin koruma ve turizm değerine etkisi olduğu görülmektedir. Modelde iletişim ve ekonomik kalkınmanın mediatör etkisinin olduğu istatistiksel olarak anlamlıdır. Sonuç bölümünde literatür taraması ve araştırmadan elde edilen veriler kapsamında alan yönetimi ve kültür turizmine yönelik öneriler getirilmektedir.

Culture is an accumulation that forms societies from past to future with the elements it contains. From Ancient times to the present day, culture draws attention as a touristic attraction element. The UNESCO world heritage list contributes to the promotion and tourism of destinations by creating an important attraction element. Turkey was first included in this list in 1985, and today it is included in this list with 19 assets. Although field management practices began in 1970s, UNESCO wants a management plan for applications to be submitted to the list starting in 2005. Field management plans include the identification, development, implementation and monitoring of the area, management policies, for the protection of the legacy and for the use of tourism. UNESCO is based on the success of tourism and protection practices in heritage areas on the active participation of stakeholders in the management and preparation plan of the area. One of the most important stakeholders in the field is the local people. Participating governance approaches are required to ensure local people participate in field management. The aim of the research is to examine the impact of local people's desire to participate in field management on protection and tourism value, and to ensure that the impact of communication and economic development is identified. In this respect, a questionnaire was applied to the local people living in Selçuk district of İzmir province, where Ephesus and its components, which are included in the UNESCO world heritage list, are located. These areas are also in the UNESCO world heritage list. The population of the research consists of 37,689 people living in Selçuk district and the sample consists of 413 people who were surveyed. The data collected in the research were analysed with the Smart PLS 3 program and a structural model was established. As a result of the research, it is seen that the desire of local people to participate in area management has an impact on conservation and tourism value. It is statistically significant that communication and economic development have a mediator effect in the model. In the conclusion section, suggestions for field management and cultural tourism are brought within the scope of the data obtained from the literature review and research.
