Özet
Amaç: Avrupa Birliği Üye Devletleri sağlık sistemlerinin COVID-19 pandemisi karşısındaki performanslarının Uluslararası Sağlık Tüzüğü Endeksi göstergeleri temelinde analizi; Endeks göstergelerinin performanslar üzerindeki etkisinin araştırılması ve ayrıca yeni bir performans analizi modeli önerisi geliştirilmesi yoluyla: Küresel sağlık güvenliğinin tesisi ve geliştirilmesini teminen ülke sağlık sistemlerinin güçlendirilmesi çalışmalarına katkı sağlanması tezin temel amacıdır. Gereç ve Yöntem: Çalışma iki aşamada gerçekleştirilmiş olup; birinci aşamada, 27 Avrupa Birliği Üyesi Devlet sağlık sisteminin COVID-19 pandemisi sırasındaki performanslarının analizi için Veri Zarflama Analizi; ikinci aşamada ise Endeks göstergelerinin ülke performansları üzerindeki etkisinin analizi için Tobit Regresyon Analizi yöntemi kullanılmıştır. Bulgular: Avusturya, Danimarka, İrlanda, Kıbrıs, Malta ve Polonya tüm performans boyutlarında etkin bulunmuştur. Halk sağlığı risklerine karşı hazırlık ve yanıt temel kapasite düzeyleri görece yüksek olan ülke sağlık sistemleri etkinsiz, düşük olanlar ise etkin bulunmuştur. Benzer şekilde pandemide sağlık çıktı düzeyi görece yüksek olan ülke sağlık sistemleri etkinsiz, düşük olanlar ise etkin bulunmuştur. Çalışmada geliştirilen performans analiz modelinden özellikle teknik etkinlik ölçümünde daha iyi sonuç alındığı görülmüştür. Endeks göstergelerinden sadece iki kapasitenin ülke sağlık sistemlerinin etkinliğine olumlu katkısı olduğu anlaşılmıştır. Sonuç: Küresel sağlık güvenliğinin, tesisi ve sürdürülmesi, küresel sağlık yönetişiminin etkililiği ve sağlık sistemlerinin güçlendirilmesine bağlıdır.

Aim: Analysis of the performance of European Union Member States health systems in response to the COVID-19 pandemic, based on the International Health Regulations Index indicators; By researching the impact of Index indicators on performances, as well as proposing a new performance analysis model: The main purpose of the thesis is to contribute to the strengthening of the country's health systems in order to establish global health security. Materials and Methods: The study was carried out in two stages. In the first phase, Data Envelopment Analysis was used to analyze the performance of the 27 European Union Member States' health systems during the COVID-19 pandemic. In the second phase, Tobit Regression Analysis method was used to analyze the impact of Index indicators on country performances. Results: Austria, Denmark, Ireland, Cyprus, Malta and Poland were found to be effective in all performance dimensions. Country health systems with relatively high levels of preparedness and response to public health risks were found to be ineffective, while those with low levels were found to be effective. The health systems of countries with relatively high health output levels in the pandemic were found to be ineffective, while those with low health output were found to be effective. It was observed that better results were obtained from the performance analysis model developed in the study, especially in technical efficiency measurement. It was understood that only two Index capacities contributed positively to the efficiency of the health systems. Conclusion: The establishment and sustained of global health security depends on the effectiveness of global health governance and the strengthening of health systems.
