This article aims to analyze the external and systemic determinants lie behind the everlasting EU accession process of Turkey. The article argues that the existing literature examining the problem lacks of well-rounded, multifaceted comprehension and they fail to address the reasons underlie the problem satisfactorily. By examining the impact of the changes in Turkish foreign policy understanding on its EU accession, the article asserts that the unheeded reasons which have led to a big“pull back effect”on Turkey-EU relations have been the ongoing external developments at the international and regional levels and Turkey's attempts to adapt them since 2002. For this reason, a special focus will be attributed to the changes in Turkish foreign policies regarding the EU and the impact of the developments in international system on these changes will be examined on this issue. Instead of asserting that there is a direct cause and effect relation between the independent variables of systemic elements and the dependent variables of Turkish foreign policy activities, this article argues that there is an observable coherence between the developments in the international system and Turkey's foreign policy choices in the matter of EU.
