Özet

Bu çalışma, küresel ekonomi politikteki yaşanan değişimler doğrultusunda Uluslararası Para Fonu'nun yönetişim alanında yaptığı reformlarla yeniden şekillenen Türkiye ile Uluslararası Para Fonu arasındaki ilişkilerin, bu reformlar etrafında incelenmesini içermektedir. Bu araştırmanın yapılmasında asıl neden; dünya ekonomisindeki değişimlerin IMF'de yarattığı etkiler neticesinde Türkiye-IMF ilişkilerinin nasıl değiştiğini ortaya koymaktır. Bunun için öncelikle IMF hakkında genel bilgilere değinilmiş, ardından Türkiye'nin, üyeliğinden son Stand-By anlaşmasının sonlanmasına kadar IMF ile olan ilişkileri kronolojik olarak ele alınmıştır. Daha sonra IMF'nin reform gereksinimi ve reformlara neden ihtiyaç duyduğu tespit edilmiş olup IMF'nin yaptığı reformlar incelenmiştir. Bu reformlar 2006, 2008 ve 2010 reformlarını kapsamaktadır. Son bölümde ise; IMF'nin yönetişim alanındaki reformları çerçevesinde Türkiye-IMF ilişkilerinde görülen değişimler ve özellikle bir gelişmekte ülke olan Türkiye'nin fon içerisindeki değişen konumu ortaya konmuştur. Bir gelişmekte ülke olan Türkiye'nin son yirmi yılda hızla gelişen ekonomisiyle dünya ekonomisindeki önemi artmıştır. Bu önem dahilinde Uluslararası Para Fonu ile olan ilişkilerinin de değişime uğraması olağandır. Bununla beraber IMF'nin de kendi içinde yaptığı reformlar bir bütün olarak ele alındığında, Türkiye ile IMF arasındaki ilişkilerin nasıl değiştiğini anlamak arıca önemlidir.

In this study, the relations between Turkey and the International Monetary Fund, which have been reshaped with the reforms made by the International Monetary Fund in the field of governance, in line with the changes in the global political economy, include an examination of the relations between these reforms. The main reason for this research is; The aim of this study is to reveal how Turkey-IMF relations have changed as a result of the effects of the changes in the world economy on the IMF. For this, first of all, general information about the IMF is mentioned, and then Turkey's relations with the IMF until its withdrawal from its membership are discussed chronologically. Then, the need for reforms and why the IMF needed reforms were determined, and then the reforms made by the IMF were examined. These reforms include the 2006, 2008 and 2010 reforms. In the last part; Within the framework of the IMF's reforms in the field of governance, the changes in Turkey-IMF relations and especially the changing position of Turkey, which is a developing country, in the fund are presented. As a developing country, Turkey's importance in the world economy has increased with its rapidly developing economy in the last two decades. In line with this importance, it is normal for its relations with the International Monetary Fund to change. However, when the reforms made by the IMF are considered as a whole, understanding how the relations between Turkey and the IMF have changed and bringing this study to the literature shows the importance of the study.
