Özet
ÖZET Bu çalışma, Magna Carta'nın Ortaçağ İngiltere' sindeki Parlamento'nun ortaya çıkmasında nasıl ve ne denli etkili olduğunu ve Parlamento' daki uygulamaların gelişimine nasıl katkıda bulunduğunu ortaya koymayı amaçlamaktadır. Bu tez üç bölümden oluşmaktadır. Giriş bölümünde Anglo-Saxon döneminden Magna Carta öncesine kadar olan dönemdeki sosyal ve politik koşullardan söz edilmektedir. İngiliz Parlamentosu'nun temellerinin Magna Carta ve sonrası dönemle birlikte Anglo-Saxon ve Normanlann sosyal ve politik yapısında bulunması Magna Carta öncesi dönemden bahsedilmesini gerekli kılmaktadır. Tezin birinci bölümüne Kral John'u Magna Carta' yi imzalatmaya zorlayan koşullar ayrıntılı olarak ele alınmaktadır. Magna Carta' mn kabulü ve imzalanmasını hazırlayan koşullar belirtildikten sonra, zamanın sosyal ve politik değişimleriyle bağıntılı olarak Magna Carta yorumlanmaktadır. Tezin ikinci bölümü ise on üçüncü ve on dördüncü yüzyıllarda Parlamento'nun gelişimi üzerinde yoğunlaşmaktadır. Bu bölümde, parlamentodaki uygulamaların Magna Carta' dan sonra ne yönde değişikliğe uğradığı ve Magna Carta' mn değişen Ortaçağ İngiliz Parlamentosunda ne denli etkili rol oynadığım gösterme amacı güdülmektedir.

ABSTRACT This study aims at demonstrating how and to what extent Magna Carta played a constructive role in the rise of Parliament in Medieval England and how it contributed to the development of parliamentary procedures. This thesis is divided into three chapters. In the introduction, the aim is to give a brief history of the pre- Magna Carta period including the Anglo-Saxon period with emphasis on the political and social contexts. Since English Parliament has its roots not only in Magna Carta but also in the social and political institutions of both the Anglo-Saxons and the Normans, it is necessary to give a concise account of the pre-Magna Carta period. In the first chapter, there is a close study of the circumstances and conditions which led King John to sign the Magna Carta. After stating the reasons for the signing of Magna Carta, the main concern is the interpretation of the text in relation to the political and social changes of the time. In the second chapter, there is a close study of Parliament in the thirteenth and fourteenth centuries. The main concern of this chapter is to show how the parliament evolved as an institution after the Magna Carta and to what extent the Magna Carta played a significant role on the rise of the medieval parliament.
