Özet
Dünya, insani alanda faaliyet gösteren kuruluşların sayısında büyük bir artış yaşadığına tanık olmuştur ve çalışmalarının değerlendirilmesine daha fazla önem verilmektedir. Bu tez, temel olarak WFP'nın Hadramut Valiliği'nde Yemen'deki faaliyetlerini ve ajansın temel yerel ortaklarının, ajansın prensip ve politikalarını uygulayarak valilikte yaşanan insani krizde ne ölçüde aktif olduklarını değerlendirmeyi amaçlamaktadır. Ayrıca, gerçekçi bir şekilde kuruluşların çalışmalarını eleştirel ve bilimsel olarak değerlendiren daha fazla akademik çalışmanın yolunu açmaktadır, böylece daha etkili çalışmalar yürütülebilir. Nitel yorumlayıcı etki değerlendirmesi yöntemi, neden-sonuç modeli kullanılarak veri toplama yöntemi olarak kullanılmıştır. Bu yöntemle ajansın ve yerel ortakların web sitelerinde bulunan birincil ve ikincil veriler ile yerel ortakların kanallarında bulunan hedef alıcıların mevcut verileri incelenmiştir. Çalışmanın ana analizi, hedef alıcılara olan etkiyi ve personelin uygulama ve niteliklendirme sürecinin daha verimli sonuçlar elde etmede nasıl yardımcı olduğunu incelemektir. Tez, ajansın ve yerel ortaklarının, altyapıya ve insanlara yatırım yapan çeşitli projelerle valilik üzerinde büyük bir çalışma yaptığını ve sürdürülebilir kalkınma hedeflerini gerçekleştirmek için niteliklendirme sağlamış olduğunu ortaya koymaktadır. Ayrıca, tez, yerel ortakların daha şeffaf bir rol ve hedef alıcılara sürdürülebilirlik ve gelir kaynakları getiren projelerin genişletilmesi konusunda acil bir ihtiyaç olduğunu belirlemiştir. Bu durum, ajansın diğer ana projelerine aşırı bağımlılığı azaltmak için yerel ortaklarının daha aktif ve şeffaf bir rol üstlenmesi gerektiğini göstermektedir. Gelecekte daha güvenilir bir rol için çeşitli projelerde değişiklik yapılması ve hedef alıcıların değerlendirme sürecine dahil edilmesi ve şeffaflıkla gerçekleştirilen açık toplantıların yapılması büyük bir gerekliliktir. Bu tez, yeni kuruluşlara ve diğer çalışan kuruluşlara, eksikliklerden kaçınmaları ve olumlu bulguları geliştirmeleri için bir rehber niteliğindedir, böylece kurumsal ve insani çalışmalar en iyi durumuna getirilebilir.

As the world has witnessed a massive increase in the number of the organizations working in the humanitarian field and since more attention has been paid to evaluating their work, this thesis mainly aims at evaluating the WFP and its main local partners NGOs activities in the governorate of Hadhramout Yemen and to what extent they are active in the humanitarian crisis the governorate has been experiencing by looking at applying the agency's principles and policies. Additionally, it paves the way for more academic studies that critically and scientifically evaluate the organizations work on reality and thus have more effective work. The qualitative interpretive impact assessment with the causal model was used as data collection method by studying the primary and secondary data available on the agency and local partners' websites as well as the available data of the beneficiaries themselves on the local partners' channels. Studying the impact on the beneficiaries and how application and qualification of the staff helps more in bringing more fruitful results was the main analysis of the study. The thesis finds out that the agency and its local partners have had great work both on the governorate itself by varying the projects that invest in the infrastructure and the people in order to qualify them and achieve the Sustainable Development Goals. Besides, the thesis figures out the dire need for more transparent role of the local partners and expansion of the projects that bring the sustainability and income sources to the beneficiaries to reduce the heavy dependence on the other main projects of the agency. The thesis has come up with the importance of qualifying the local partners staff since it is considered the main step to get better results that reflect on the situations of their targeted beneficiaries. These findings indicate the need for more active and transparent role of the local partners to gain the trust and reflect the main goals on which they were established. Varying their projects and include the beneficiaries in the evaluation and transparency open meetings are of great necessity for more credible role in the future. This thesis looks as a guide to show the newborn other working organizations to avoid the shortcomings and develop the positive findings in order to bring the organizational and humanitarian work to its best.
