Özet
Tüm toplumlarda sağlık, bireyler için temel bir haktır ve sağlıklı bireyler sağlıklı toplumları oluşturmaktadır. Sağlıklı toplumların oluşabilmesi, sağlık hizmetlerinin bireylere adil ve etkili bir şekilde arzıyla sağlanmaktadır. Bir ülkenin sağlık düzeyinin yükselmesi o ülkenin gelişmişliği ile bağlantılıdır. Bu yüzden ülkeler sağlık politikalarında ve sağlık hizmetleri arzında yapacakları reformlar ile sağlık sistemlerini geliştirerek, vatandaşlarının sağlığını korumayı hedefler. Türkiye'de 2003 yılında uygulamaya giren Sağlıkta Dönüşüm Programı (SDP) ile sağlık sistemi reforme edilmiş, yeni politikalar geliştirilmiş ve sağlık hizmeti arzında iyileşme sağlanarak yenilikler getirilmiştir. Programın amacı tüm vatandaşların sağlık hizmetlerinden en etkin şekilde yararlanabilmesidir. Bu sayede toplumdaki bireyleri sağlık sorunlarından koruyarak ve tedavi ederek hem sistemin hem de ülkenin gelişmişliğine katkıda bulunması amaçlanmaktadır SDP ile yenilenen sağlık hizmetlerinin arzındaki değişimler geçmiş dönemdeki arz göstergeleriyle karşılaştırıldığında sağlık alanında hastane, hekim, sağlık personeli sayılarında özellikle oransal ve kişi başı bazında artışlar gözlemlenmiştir. Genel Sağlık Sigortası, Aile Hekimliği, Toplum Sağlığı Merkezi gibi yeni tür uygulamalar getirilmiştir. Sağlık hizmetlerinin finansmanı noktasında sistem yeniden yapılandırılmıştır. Özellikle Sağlık Bilgi Sistemleri ve teknolojik yatırımlarla hem bireylerin sağlık hizmetlerine erişimi kolaylaşmış hem de hizmet kalitesi iyileştirilmiştir. Çalışmada gerçekleştirilen SWOT Analiziyle de SDP sonrası Türkiye'de sağlık hizmetleri arzının güçlü ve zayıf yönler ile ortaya çıkan fırsatlar ve tehditler daha net ortaya konmuştur. Bu sonuçlar, atılabilecek başka adımlar olduğunu da göstermiş ve geleceğe yönelik çözüm önerileri sunulmuştur.

In all societies, health is a fundamental right for individuals and healthy individuals create healthy societies. The formation of healthy societies is ensured by the fair and effective supply of health services to individuals. The increase in the health level of a country is related to the development of that country. Therefore, countries aim to protect the health of their citizens by improving their health systems with the reforms they will make in their health policies and health services supply With the Health Transformation Program (SDP), which was put into practice in Türkiye in 2003, the health system was reformed, new policies were developed and innovations were introduced by improving the supply of health services. The aim of the program is to enable all citizens to benefit from health services in the most effective way. In this way, it contributes to the development of both the system and the country by protecting and treating the individuals in the society from health problems When the changes in the supply of health services renewed with the HTP are compared with the supply indicators in the previous period, it has been observed that the number of hospitals, physicians and health personnel in the field of health, especially on a proportional and per capita basis, increases. New types of practices such as General Health Insurance, Family Medicine, and Community Health Centers have been introduced. The system was restructured in terms of financing health services. Especially with Health Information Systems and technological investments, individuals' access to health services has been facilitated and service quality has been improved. With the SWOT Analysis carried out in the study, the strengths and weaknesses of the health services supply in Türkiye after the HTP, as well as the opportunities and threats emerged. These results also showed that there are other steps that can be taken and what could happen is mentioned. When the changes in the supply of health services renewed with the HTP are compared with the supply indicators in the previous period, an increase in the number of hospitals, physicians and health personnel has been observed in the field of health. Individuals' access to health services has become easier, and the efficiency of the service provided has increased with the increase in health personnel.
