Özet
Bu çalışma, Türkiye Cumhuriyeti vatandaşlık kimliğine sahip olmayan bireylerin kimliksiz olma nedenlerini, kimliksiz olarak deneyimledikleri sorunları, bu sorunlarla baş etme yöntemlerini ve kimliksiz bireylere ilişkin sosyal politika ve sosyal hizmet gereksinimlerini belirleyerek hak temelli sosyal hizmet yaklaşımı bağlamında çözüm ve öneriler sunmayı amaçlamaktadır. Araştırmanın katılımcıları 10 erkek ve 10 kadın olmak üzere, 20 kimliksiz bireydir. Araştırma verileri yarı yapılandırılmış görüşme formu kullanılarak derinlemesine görüşmeler yoluyla toplanmıştır. Elde edilen verilerin analizi için Maxqda 2018 programı kullanılmış ve analiz sonucunda,“Nedenleriyle Kimliksiz Olmak”,“Kimliksizliğin Ortaya Çıkardığı Sorun Alanları”,“Kimliksizlikle Baş Etme Yöntemleri”ve“Kimliksiz Bireylerin Sosyal Politika ve Sosyal Hizmet Gereksinimleri”olmak üzere dört ana temaya ulaşılmıştır. Araştırmada kimliksizliğin“bilgi ve farkındalık eksikliği”,“tek ebeveynli aile yapıları”,“göçmen grupların varlığı”ve“politik ve yasal zorluklar”nedenleriyle ilişkili olduğu;“eğitim hakkından yoksun kalma”,“sağlık sisteminden yararlanamama”,“ekonomik fırsat ve kaynakların yetersizliği”,“siyasal katılımda rol alamama”,“sosyal yaşamdaki zorluklar”,“psikolojik stres ve damgalanma”ve“baskı ve ayrımcılıkla karşılaşma”gibi sorunlara yol açtığı ve kimliksiz bireylerin bu sorunlar karşısında farklı yöntemler geliştirdikleri belirlenmiştir. Geliştirilen baş etme yöntemlerinin ise“günü kurtarıcı”nitelikte ve yasal bir zeminden yoksun olan yöntemler olduğu ve kimliksiz bireylerin“gerçek”anlamda koruyuculuğu bulunan, birey ve toplum refahını önceleyen, sosyal adaletsizliğe ve soysal eşitsizliğe meydan okuyan sosyal politika ve sosyal hizmet tedbirlerine ihtiyaç duydukları saptanmıştır. Araştırma bu ihtiyaçlar doğrultusunda, insan haklarını sınırlandıran koşulların değişimi için sorumluluk alan hak temelli sosyal hizmet yaklaşımı çerçevesinde önerilerle sonlandırılmıştır.

This study aims to provide solutions and suggestions in the context of rights-based social service approach by determining the reasons why individuals who do not have a citizenship identity of the Republic of Turkey are without identity, the problems they experience without identity, the methods of coping with these problems and the social policy and social service needs related to individuals without identity. The participants of the study were 20 unidentified individuals, 10 male and 10 female. The research data were collected through in-depth interviews using a semi-structured interview form. Maxqda 2018 program was used for the analysis of the obtained data and as a result of the analysis, four main themes were reached as“Being Identityless with Reasons”,“Problem Areas Caused by Lack of Identity”,“Methods of Coping with Identitylessness”and“Social Policy and Social Service Needs of Individuals Without Identity”. In the research, identitylessness is related to“lack of knowledge and awareness”,“single-parent family structures”,“existence of immigrant groups”and“political and legal challenges”; It has been determined that it leads to problems such as“deprivation of the right to education”,“not benefiting from the health system”,“lack of economic opportunities and resources”,“inability to take part in political participation”,“difficulties in social life”,“psychological stress and stigma”and“facing oppression and discrimination”and that unidentified individuals develop different methods in the face of these problems. It has been determined that the developed coping methods are“saving the day”and lack a legal basis, and that individuals without identity need social policy and social service measures that have 'real' protection, prioritize individual and community welfare, and challenge social injustice and social inequality. In line with these needs, the research was concluded with recommendations within the framework of the rights-based social work approach, which takes responsibility for the change of the conditions that limit human rights.
