Özet

Yerel siyasetin üzerinde mutabık kalınmış tek bir tanımından bahsetmek mümkün olmamakla birlikte farklı açılardan ele alınan kavram siyasal ölçekte değerlendirilmektedir. Yerel siyasetin örgütlenmesi açısından ele alınan kavram, seçimle göreve gelen yerel örgütler ve bunların dışında kalan birçok sivil toplum kuruluşu ile yerel halk ve merkezi otorite arasında gerçekleşen etkileşim alanı ile yerel dünyada yaşanan siyasal, ekonomik, sosyolojik ve hukuki her türlü değişim ve dönüşümün siyaset bilimi perspektifinden tartışılmasıdır. Türk siyasal hayatı, siyaset kültürünü oluşturan ve şekillendiren unsurlar, siyasete dair temel paradigmalar ve siyasal eylemi gerçekleştiren dinamiklerin örgütlenme biçimi ulusal siyaset açısından olduğu kadar yerel siyaset açısından da büyük öneme sahiptir. Kentlerin kimlikleri, sosyal profilleri, nüfus yapıları dikkate alındığında yerel örgütlenmeler, yerel siyasette rol oynayan unsurlar ve yerel siyasetin örgütlenmesinde bu örgütlenmelere giden yolların farklılık arz edebileceği düşünülmektedir. Özellikle kentlerin göçle beslenmesi ve kentsel profillerin farklılaşması da bu örgütlenme biçimine etki edebilmektedir. Sürekli göç alan kentlerde toplumsal ayrışmanın daha yoğun olduğu görülerek bununla ilgili kenti yönetenlerin birtakım stratejiler geliştirmesi, ayrışmayı önlemesi ya da en az seviyede hissedilir kılacak çözümler üretmesi beklenmektedir. Kentin kendi sosyal dokusu, kentteki seçkinci yapılar ve dezavantajlı gruplar, kentin aktörleri, kentte kendisine ayrı rol biçenler, bir takım klientalist etkiler, patronaj ilişkileri gibi birçok faktörün kentsel siyasetin örgütlenmesinde rol aldığını söylemek mümkündür. Bu çalışmada, İskenderun yerel siyasetinin nasıl örgütlendiği, bu örgütlenmede temel tetikleyici faktörlerin neler olduğu ortaya konulmaya çalışılmıştır. Ayrıca yerel siyaset içerisinde aktif olan aktörlerle gerçekleştirilen saha çalışması ile özellikle kentte kimlerin ön planda olduğu, kenti kimlerin yönettiği, temsil ve katılım, yerel demokrasi açısından ne gibi etkilerinin olduğu araştırılmıştır. Bu kentsel örgütlenmenin kentte güç ayrımı ya da kentsel ayrışmanın kaynağı mı yoksa kenti bütünleştirici bir pozisyon mu içerdiği gibi konular tartışılmaktadır. Çalışmada nitel araştırma tekniklerinden biri olan derinlemesine mülakat yöntemi kullanılmıştır. Saha çalışmasında yarı yapılandırılmış görüşme tekniği ile birçoğu açık uçlu olarak hazırlanan sorular nitel veri işleme programlarından biri olan MAXQDA ile analiz edilmiştir.

Although it is not possible to talk about a single agreed definition of local politics, the concept, which is handled from different perspectives, is evaluated on a political scale. The concept discussed in terms of the organization of local politics is the political science of all kinds of political, economic, sociological and legal changes and transformations in the local world, with the interaction area between local organizations and many non-governmental organizations, local people and central authority. perspective is discussed. Turkish political life, the elements that form and shape the political culture, the basic paradigms of politics and the organization of the dynamics that carry out political action are of great importance in terms of local politics as well as national politics. Considering the identities, social profiles and population structures of the cities, it is thought that the local organizations, the elements playing a role in local politics and the ways to these organizations may differ in the organization of local politics. In particular, the feeding of cities by immigration and the differentiation of urban profiles can also affect this form of organization. It is seen that social segregation is more intense in cities that constantly receive immigration, and it is expected that the city managers will develop some strategies, prevent segregation or produce solutions that will make it felt at the minimum level. It is possible to say that many factors such as the city's own social fabric, elitist structures and disadvantaged groups in the city, the actors of the city, those who assign a separate role in the city, some clientalist influences, and patronage relations play a role in the organization of urban politics. In this study, it has been tried to reveal how the local politics of Iskenderun is organized and what the main triggering factors are in this organization. In addition, with the fieldwork carried out with the actors active in local politics, it was investigated who is at the forefront in the city, who manages the cities, what effects they have in terms of representation and participation, and local democracy. Issues such as whether this urban organization includes power separation in the city, the source of urban segregation or an integrative position in the city are discussed. In-depth interview method, which is one of the qualitative research methods, was used in the study. In the field study, the questions prepared with semi-structured interview technique, most of which were open-ended, were analyzed in the MAXQDA program.
