Özet
Toplumlarda yaygın kullanıma ulaşan yeni teknolojilerin, getirdiği yeniliklerle orantılı toplumsal değişmeye ivme kazandırdığı kabul görmektedir. Dijital teknolojilerin gelişmesinde bugün gelinen noktada öğrenme yetisine sahip yapay zekâlar, her alanda etkinlik düzeyini arttırırken toplumsal sistemleri dönüştürmektedir. Dönüşüm, bazı toplumsal yapı ve sistemlerde hızlı, bazılarında daha yavaş gerçekleşmektedir. Ancak her durumda insanlık tarihi boyunca ilk kez ortaya çıkan akıllı teknolojilerin, yine tarihte görülmemiş özelliklere sahip toplumları ortaya çıkarması kuvvetle muhtemeldir. Bu araştırmada yapay zekâlarla yeni toplumların inşa sürecinde olduğu, ekonomide ve siyasette ortaya çıkan değişimlerin, öncekilerden farklı toplumsal yapı ve sistemleri beraberinde getireceği savı başlangıç noktasını oluşturmaktadır. Çalışmada, ekonomi ve siyasetin genel çerçevesini temsil ettiği düşünülen, yapay zekâ teknolojileriyle bu çerçevedeki değişimin toplumun genelini etkilemesi güçlü olasılık dahilinde görülen 7 başlık belirlenmiştir. Araştırmada, akıllı teknolojilerin, belirlenen alanlardaki etkinlik düzeyi, ortaya çıkardığı değişim ve gelecekteki olası etkileri izlenerek, yapay zekâ toplumlarının inşa sürecine ve yönüne ilişkin yaklaşımların geliştirilmesi amaçlanmıştır. Ekonomi ve siyasette incelenen başlıklardaki yaklaşımlar ABD, Çin ve Türkiye üzerinden değerlendirilmiştir. Her ne kadar akıllı teknolojilerin bütün toplumsal sistemleri dönüştürdüğü evrenin ölçüt alınması durumunda erken evre denilebilecek olsa da yapay zekâ toplumları, teknolojinin gelişme hızına bağlı olarak hızla inşa sürecindedir. Yapay zekâların toplumsal yapı ve sistemlerde ortaya çıkardığı değişimi tanımlama çabaları bugünün ve geleceğin toplumlarını anlamak adına önemlidir.

It is accepted that new technologies, which have reached widespread use in societies, accelerate social change in proportion to the innovations they bring. At the point reached today in the development of digital technologies, artificial intelligence, which has the ability to learn, transforms social systems while increasing the level of efficiency in every field. Transformation takes place rapidly in some social structures and systems and slower in others. However, in any case, it is highly likely that smart technologies, which emerged for the first time in human history, will also reveal societies with features that have never been seen in history. In this research, the starting point is the argument that new societies are in the process of being built with artificial intelligence, and that the changes in the economy and politics will bring about different social structures and systems from the previous ones. In the study, 7 topics, which are thought to represent the general framework of economy and politics, and which are seen as highly likely to affect the general society with artificial intelligence technologies, were determined. With the research, it is aimed to develop approaches to the construction process and direction of artificial intelligence societies by monitoring the level of effectiveness of smart technologies in the determined areas, the change they bring about and their possible future effects. The approaches in the topics examined in economics and politics were evaluated through the USA, China and Turkey. Although it can be called the early stage if the universe in which smart technologies transform all social systems is taken as a criterion, artificial intelligence societies are in the process of rapid construction depending on the speed of development of technology. Efforts to define the change that artificial intelligence brings about in social structures and systems are important for understanding today's and tomorrow's societies.
