Özet
Ulusal ve uluslararası düzeyde faaliyet gösteren denizcilik sektörü için geliştirilen politikalarda birçok aktörün rolü vardır. Bu aktörler arasında olan İstanbul ve Marmara, Ege, Akdeniz, Karadeniz Bölgeleri Deniz Ticaret Odası (İMEAK DTO) önemli bir role sahiptir. Çalışmanın amacı; kuruluşundan günümüze denizcilik sektörü için geliştirilen politikalarda, sektörün çatı kuruluşu olan İMEAK DTO'nun üstlendiği rolü incelemektir. Çalışma kapsamında literatür taraması yapılmıştır. Elde edilen bilgiler ışığında, İMEAK DTO'nun kuruluşu, kuruluş sürecinde Türkiye'nin genel ekonomik görünümü ve kurulmasına yönelik görüşler incelenmiştir. Bu çerçevede İMEAK DTO'nun tarihçesi, kurumsal yapısı, teşkilatı, görevleri ve politikaları ele alınmıştır. Ayrıca denizcilik politikaları kapsamında sektör ve İMEAK DTO ile etkileşim içinde olan yapı, kurum ve kuruluşlara ilişkin bir analiz yapılmıştır. Çalışmada, betimsel araştırma yöntemi çerçevesinde mevcut literatürün incelemesinden elde edilen bulgulara yer verilmiştir. Ayrıca çalışma, sektörün içinde veya sektörle temas halinde olan kişilerle“Standartlaştırılmış Açık Uçlu Görüşme Yaklaşımı”yöntemiyle elde edilen bilgilerin yorumlanmasını ve değerlendirilmesini amaçlamıştır. Araştırma metodolojisi yalnızca literatürü incelemeyi değil aynı zamanda konu hakkında daha derin bakış açısı kazanmak için sektör profesyonellerinin görüşlerine başvurmayı içermiştir. Araştırmanın bulguları kısaca şunlardır: Müstakil bir deniz ticaret odasının kurulmuş olmasının Türk denizcilik sektörüne önemli katkıları olmuştur. İMEAK DTO'nun denizcilik politikalarının gelişiminde en önemli aktör olduğu ve sektöre önemli avantajlar sağladığı saptanmıştır. Bürokrasi, üyelere ulaşmada yaşanan problemler ve iletişim aksamaları İMEAK DTO'nun geliştirmesi gereken tarafları olarak saptanmıştır. Ayrıca Türkiye'de“Denizcilik Bakanlığı”nın olmamasının denizcilik sektörünün kapasitesini ve büyüme hızını yavaşlattığı tespit edilmiştir.

Many actors play a role in the policies developed for the maritime sector operating at national and international levels. Among these actors, the Istanbul and Marmara, Aegean, Mediterranean and Black Sea Regions Chamber of Shipping (İMEAK DTO) has an important role. Purpose of the study; to examine the role of İMEAK DTO, the umbrella organization of the sector, in the policies developed for the maritime sector since its establishment. A literature review was conducted within the scope of the study. In the light of the information obtained, the establishment of IMEAK DTO, Turkey's general economic outlook during the establishment process and opinions regarding its establishment were examined. In this context, the history, institutional structure, organization, duties and policies of IMEAK DTO are discussed. In addition, an analysis was made regarding the structures, institutions and organizations that interact with the sector and IMEAK DTO within the scope of maritime policies. In the study, the findings obtained from the examination of the existing literature within the framework of the descriptive research method are included. In addition, the study aimed to interpret and evaluate the information obtained through the“Standardized Open-Ended Interview Approach”method with people within the sector or in contact with the sector. The research methodology involved not only reviewing the literature but also seeking the opinions of industry professionals to gain deeper perspective on the topic. The findings of the research are briefly as follows: The establishment of an independent chamber of maritime commerce has made significant contributions to the Turkish maritime sector. It has been determined that IMEAK DTO is the most important actor in the development of maritime policies and provides significant advantages to the sector. Bureaucracy, problems in reaching members and communication disruptions have been identified as aspects that IMEAK DTO needs to improve. Additionally, it has been determined that the absence of a“Ministry of Maritime ”in Turkey slows down the capacity and growth rate of the maritime sector.
