Özet
Bakım ve onarım herhangi bir sistemin mevcut durumlarının korunması ve devamlı bir şekilde çalışır halde tutularak tedbir alınması ve düzenli hale getirilmesi işlemidir. Nasıl ki insanoğlunun vücudu hasta olmaya müsait ise ve bu hastalığının teşhisi ve tedavisi için uğraşması gerekli ise, binaları ayakta tutan sürekli çalışır sistemlerin bakım ve onarıma ihtiyacı vardır. Bütün binalarda olduğu gibi eğitim binalarında da mekanik sistemlerine arıza anında müdahale edilmesi, belirli periyotlar halinde koruyucu ve rutin bakımlarının faaliyetlerin planlanması ve yapılması gerekmektedir. Bina bakım ve onarımına yönelik mevcut yaklaşımlardaki yöntemler geliştirilerek yetersiz bakım ve onarıma yol açmaması için daha iyi analizler elde edilmelidir. Bu çalışmam da çeşitli kamu kurumlarında çalışan teknik personellerin de görüşü alınıp, mevcut bakım ve onarım süreçlerindeki sorunları belirleyerek, bu sorunlara yönelik yenilikçi ve uygulanabilir çözümler sunmayı amaçlamaktadır. Bu çalışmanın amacı, bu sorunları belirlemek ve çözüm önerileri sunarak mekanik sistemlerin daha verimli çalışmasını sağlamaktır. Bu da uzun vadede hem maliyetleri azaltacak hem de kullanıcı memnuniyetini artıracaktır. Mevcut bakım ve onarımlar ile ilgili sorunlar yönetim stratejileri daha iyi yönetimle, yani kısa ve öz planlama, kontrol etme, yönlendirme, uygulama ve organize etme açısından önemli hususlardır. Bu sistemlerin etkin bir şekilde çalışması, düzenli bakım ve onarım faaliyetlerine bağlıdır. Bu çalışmada aynı zamanda bakım ve onarım bütçe ödeneklerinin daha verimli ve etkin bir şekilde kullanımını sağlamak amacı ile bakım ve onarımla alakalı ihale bedeli tahminine de odaklanılmış olup, elde edilen mekanik ihale teklif açısından etki eden ve kâr oranlarını kapsayan faktörlerden hareketle; yaklaşık maliyetin bedeli ve hesaplanması gibi süreçlerin bakım ve onarım projelerinin ihale bedelleri üzerinden etkisi araştırılarak, Yalova Üniversitesine bağlı Yapı İşleri ve Teknik Daire Başkanlığı Birimine ait Bakım ve Onarım kapsamında yapılan mekanik sistem faaliyetlerine değinilmiştir.

Maintenance and repair is the process of maintaining and regularizing the current status of any system by operating it in some way. Just as the human body needs to stay sick and work to diagnose and treat this disease, the constantly working systems that keep buildings standing need maintenance and repair. In educational buildings, as in all buildings, work must be done to keep the specific equipment of many mechanical systems, such as infrastructure and superstructure pipe installations, heating and cooling, in working order. It is necessary to intervene immediately in case of malfunction in these machinery equipment or production systems, and to plan and carry out preventive and routine maintenance at certain periods. Improvements in existing solutions for building maintenance and repair should be developed and better analyzes should be made to pave the way for inadequate maintenance and repair. This research aims to obtain the opinions of technical personnel working in various public institutions, identify the problems in the current maintenance and repair processes, and offer innovative and applicable solutions to these problems. The aim of this study is to identify these problems and provide solutions to ensure that mechanical systems operate more efficiently. This will both reduce costs and increase user satisfaction in the long run. Problems related to existing maintenance and repairs are important issues in terms of better management strategies, that is, concise planning, controlling, directing, implementing and organizing. The effective operation of these systems depends on regular maintenance and repair activities. This study also focuses on estimating the tender price related to maintenance and repair in order to ensure a more efficient and effective use of maintenance and repair budget appropriations. Based on the factors affecting the mechanical tender offer and profit rates; The impact of processes such as the cost and calculation of approximate costs on the tender prices of maintenance and repair projects was investigated, and the mechanical system activities carried out within the scope of Maintenance and Repair of the Construction Works and Technical Department of Yalova University were mentioned. The research covers three faculty buildings in the Central Campus of Yalova University. These buildings were chosen because they have various mechanical systems and different maintenance and repair requirements.
