Özet
Türkiye'de savunma sanayii sektörü son yıllarda büyük bir büyüme gerçekleştirmiş, proje sayısı, projelerin mali büyüklüğü ve sektörün istihdam ettiği kişi sayısı önemli ölçüde artmıştır. Bu artışla birlikte sektörün gerçekleştirmiş olduğu projelerin yapısı da farklılaşmış, üretim, ürün geliştirme ve teknoloji geliştirme gibi farklı yapıda projeler yürütülmeye başlanmıştır. Projelerin yapısının çeşitlenmesiyle birlikte proje yönetim süreçlerinde de ilave ihtiyaçlar ortaya çıkmıştır. Bu ihtiyaçlardan birisi de projeler için en uygun sözleşme türünün seçimidir. Bir projenin başından sonuna kadar işleyişine etki eden sözleşmelerin türünün doğru bir şekilde seçilmesi proje yönetim sürecinde de verimliliği artıracak faktörlerden birisidir. Sözleşme türü seçimi için birçok alternatif arasından birçok kriter doğrultusunda seçim yapılması gerekmektedir. Bu durum sözleşme türü seçimini, çözülmesi gereken bir çok kriterli karar verme problemine dönüştürmektedir. Bu çerçevede, savunma sanayii projelerinde sözleşme türünün seçimi amacıyla çok kriterli karar verme teknikleri uygulanmasına yönelik çalışma gerçekleştirilmiştir. Çalışma kapsamında, karar vericiler için sözleşme türü seçim aracı oluşturulurken, farklı proje türleri için çözüm adımları işletilerek en iyi sözleşme türü seçimi gerçekleştirilmiştir.

The defense industry sector in Turkiye has achieved great growth in recent years, and the number of projects, financial size of the projects and the number of people employed by the sector have increased significantly. With this increase, the structure of the projects carried out by the sector has also differentiated and projects of different structures such as production, product development and technology development have begun to be conducted. Diversification of the structure of projects lead to additional requirements in project management processes. One of these needs is the selection of the ideal contract type for projects. Correctly selecting the type of contracts that affect the operation of a project from beginning to end is one of the factors that may increase the efficiency in the project management process. In order to choose the ideal contract type, it is necessary to evaluate many alternatives in line with many criteria. This situation turns the choice of ideal contract type into a multi-criteria decision-making problem that needs to be solved. In this context, a study was carried out on the application of multi-criteria decision-making techniques for the selection of contract types in defense industry projects. Within the scope of the study, while creating a contract type selection tool for decision makers, solution steps were run for different types of projects and an ideal contract types are selected.
