Özet
Uluslararası sistemin kutupluluğu, materyal kaynakların devletler arasındaki orantısal dağılımı sayesinde belirlenir. Soğuk Savaş'ın bitimiyle birlikte uluslararası sistem, tek kutuplu bir döneme girmiştir. Geçtiğimiz otuz yıl boyunca Rusya, tek kutuplu sisteme ve NATO genişlemesine karşı olan memnuniyetsizliğini her fırsatta dile getirmiştir. Stratejik konumunun önemi nedeniyle Ukrayna, Rusya ile Batı arasındaki jeopolitik rekâbetin bir cephesi haline dönüşmüştür. Bu bağlamda Rusya'nın Şubat 2022'deki Ukrayna işgali Rusya'nın tek kutuplu sistemdeki tehditkâr ABD politikalarına yönelik şikayetlerinin en güncel ve şiddet içeren versiyonunu temsil etmektedir. Bu çalışmanın amacı Rusya-Ukrayna Savaşı'nın uluslararası sistemin yapısı üzerindeki somut etkilerini analiz etmektir. İlk olarak kutupluluk kavramının teorik çerçevesi tanımlanacak ve tek kutuplu sistemin belirleyici özellikleri neorealist perspektiften değerlendirilecektir. Daha sonra Soğuk Savaş sonrası dönemde tek kutupluluğun devamlılığını sağlayan sistem düzeyindeki faktörler araştırılacaktır. Daha sonra Rusya-Ukrayna Savaşı, Rusya'nın tek kutuplu dönemde NATO ile olan ilişkilerinin tarihsel bağlamı içerisinde değerlendirilecek ve savaşın sonuçları ve sistemik faktörler arasındaki karşılıklı ilişkinin niteliksel bir analizi sunulacaktır. Spesifik olarak, ABD ve Rusya'nın materyal güç kapasiteleri ve Ukrayna'daki savaşın bu kapasiteleri ne ölçüde etkilediği analiz edilecektir. Sonuç olarak savaşın uluslararası sistemin yapısını dönüştürmediği savunulacaktır. Uluslararası güç dengesi değişmediği için, sistem tek kutuplu olarak kalmıştır.

The polarity of the international system is defined by the relative distribution of material capabilities among states. After the end of the Cold War, the international system has entered into a unipolar era. Russia has declared its discontent with the unipolar structure of the international system and NATO's eastward enlargement on every major occasion during the last three decades. Thanks to its strategic location, Ukraine has become the zone of system-level rivalry between Russia and the West. Within this context, Russia's invasion of Ukraine in February 2022 is the most violent manifestation of its grievances about United States' assertive policies in the post-Cold War unipolar era. The aim of this study is to analyse the observable effects of the Russia-Ukraine War on the structure of the international system. Therefore, it firstly defines the theoretical traits of polarity, investigates the particularities of unipolarity, and aims to find system-level patterns that account for the durability of unipolarity from a neorealist perspective. Against this backdrop, it historicizes the Russia-Ukraine War within the context of Russia-NATO relations under unipolarity, and provides a qualitative assessment of the interplay between the consequences of the war and systemic determinants. Specifically, it analyses the material capabilities of both the United States and Russia and the extent to which the war in Ukraine has affected them. The study concludes that the war has not transformed the polarity of the international system. Since the balance of power has not changed, the international system has remained unipolar.
