Yemen is under a state of ongoing armed conflict. Although there have been several instances of armed violence between different actors, the main opposing parties are the Houthis and the recognised government of Yemen. A multistate coalition has been formed and has commenced naval operations in Houthi-controlled ports of Yemen. The naval measures by the coalition have been called a 'naval blockade'. This dissertation initially examines the rules of armed conflict to determine whether a naval blockade can be employed in this conflict. The application of a blockade to the internal armed conflict is a contentious issue. To support the use of blockades against non-State groups, this paper considers a traditional doctrine: 'the recognition of belligerency'. When the doctrine's requirements are fulfilled, the naval blockades can be justified. Alternatively, sufficient state practices and opinio juris may also suggest that blockades can legally be used as part of customary international law. When considering the validity of naval blockades in Yemen, there are both traditional formal rules and humanitarian requirements that have to be accomplished. Consequently, the reported humanitarian crisis in Yemen demonstrates that the coalition has not obeyed the customary rules of blockade.
