Özet
Tezin amacı, özellikle 2011 yılı ve Hilafet Devletinin ilan edildiği tarih olan 2014 yılından itibaren Irak ve Suriye topraklarında hüküm süren DEAŞ Terör Örgütünün ekonomik varlığı ve bu varlığın Irak ve Suriye ekonomilerine etkileri ve politik sonuçlarına ulaşmaktır. Bu şekilde DEAŞ'ın bulunduğu coğrafyada elde ettiği siyasi kazanım ve bağlamında elde ettiği iktisadi güç ve bu gücün küresel ölçekte ekonomik yansımaları ile Irak ve Suriye'deki ekonomik araçların terör örgütü tarafından ne şekilde kullanıldığı irdelenecektir. Tezin hedefi DEAŞ terör örgütünün bıraktığı ekonomik etkileri ve buna karşı geliştirilen politikaların bulunduğu coğrafyada ekonomik yansımalarını ayrıntılı olarak, dünya genelinde ise kısaca istatiki bilgilere dayanılarak anlatmaktır. Tezin konusu DEAŞ terör örgütünün Irak ve Suriye ülkelerindeki iktisadi gücünün oluşumu, bıraktığı ekonomik etkiler olarak belirlenmiştir. Tezin önemi; Irak ve Suriye ülkelerinin bulunduğu jeopolitik, demografik yapı, dini inanç çeşitliliği, doğal kaynakları ve bunlara bağlı iktisadi gücü sebebiyle her zaman terör tehdidi altında bulunmaları yönünden ileride tekrar karşılaşılabilecek açık tehditlere karşı farklı bakış açısı getirecektir. Literatür taramasında da görüleceği üzere DEAŞ ve diğer terör örgütlerinin yerel düzeyde ve ayrıntılı olarak ekonomi politik açısından çok fazla irdelenmemiş olması tezin özgün değerini ve yaratacağı bilimsel etkiyi artıracaktır. Tezin kuramsal yaklaşımı DEAŞ terör örgütünün dini, siyasi, iktisadi argümanları ve politik etkileri üzerinden yapılacaktır. Kullanılacak yöntemin ana hatları DEAŞ terör örgütünün El-Kaide terör örgütünden söylem ve yöntem olarak evrilimi süreci, gelişmesi ve yayılması sonucunda elde ettiği ekonomik kazanımlar ile Irak ve Suriye ülkeleri açısından ekonomik ve politik uygulamaları üzerinden ana çerçeve çizilecektir. Tez, Ortadoğu'nun kalbi sayılabilecek Suriye ve Irak ülkelerindeki terör tehditlerinin her zaman var olabileceği göz önüne alınarak, bu tehditlerin yaratacağı toplumsal infial ve iktisadi etkileri ile söz konusu ülkelerin geçmişte olduğu gibi günümüzde varlığını devam ettiren ve gelecekte de her zaman var olacak terör varlığını okuma, bunlara göre ekonomi politikaları geliştirme, önemli petrol kaynaklarına sahip bu coğrafyada bu alanların tehdit edilmesi veya ele geçirilmesi sonucunda ülke ekonomilerine yansıması ve bu ülkelerin geliştireceği iç ve dış politikaların neler olacağı yönünden bilimsel literatüre artı yönde katkı sağlayacaktır. DAEŞ'in meydana getirdiği kargaşa ve işgaldeki oluşan etki de en önemli çıkarı en büyük iktisadi gücü yer altı kaynaklarının korunması olan Irak ve azınlık bir mezhebin yıllarca iktidarda olduğu Suriye açısından ekonomik önemi ortaya konacak ve buna göre politika önerileri getirilecektir.

The aim of the thes is to reach the economic existence of the DEASH Terrorist Organization, which has been ruling in Iraq and Syria since 2011 and the date of the declaration of the Caliphate State in 2014, and the effects of this existence on the economies of Iraq and Syria and the political consequences of this existence. In this way, the political gains and the power to obtain residues of DAESH in its geography, the global economic reflections of this power, and the economic uses/factors in Iraq and Syria will be examined in what way the terrorist organization will use them. The aim of the thesis is to explain in detail the economic effects of the DEASH terrorist government and the economic repercussions of the policies against it in the geography, and briefly, on the basis of criteria and statistical information throughout the world. The concept of the thesis is determined as the continuation of the domination power of the DEASH terrorist state in Iraq and Syria, the economic destruction and the effect and change of the said state on the economic policies. The importance of the thesis will bring a perspective against open threats that may be encountered again in the future in terms of the geopolitical, demographic structure, diversity of religious beliefs, natural resources and economic power connected to the countries of Iraq and Syria in which they are always under the threat of terrorism. As can be seen in the literature review, the fact that DEASH and other terrorist organizations have not been examined in detail at the local level and in terms of political economy will increase the original value of the thesis and the scientific impact it will create. The theoretical approach of the thesis will be based on the religious, political, economic arguments and political effects of the DEASH terrorist organization. The main lines of the method to be used will be drawn through the evolution of the DEASH terrorist organization from the Al-Qaeda terrorist organization as a discourse and method, the economic gains it has achieved as a result of its development and spread, and the economic and political practices in terms of Iraqi and Syrian countries. Considering that terrorist threats in Syria and Iraq, which can be considered as the heart of the Middle East, can always exist, the thesis is aimed at reading the social indignation and economic effects of these threats and the existence of terrorism, which continues to exist in the present and will always exist in the future, as in the past. According to them, developing economic policies will contribute positively to the national economies and to the scientific literature in terms of what will be the domestic and foreign policies to be developed by these countries as a result of the threat or seizure of these areas in this geography with important oil resources. The economic importance of the protection of underground resources, which is the greatest economic power, for the countries of the region and the world will be revealed and policy recommendations will be made.
