Özet
Modern toplumlarda, spor hizmetlerine olan talebin gün geçtikçe artması sonucunda bireyler, bu hizmetlerin özel sektör piyasaları tarafından sağlanmasının yanı sıra devlet tarafından da sunulmasını talep etmektedir. Kamu hizmetleri bileşenlerinden olan kamu spor hizmetlerinin, kamusal mal özelliği taşıması ve yarattıkları olumlu dışsallıklar devletin bu piyasalarda var olma gerekliliğini ortaya çıkarmaktadır. Kamu tarafından sağlanan spor yatırımlarının ve hizmetlerinin amaçlanan kamu spor politikası hedeflerine ulaşıp ulaşmadığı önemlidir. Bu nedenle çalışmada kamu spor hizmetlerinin sunumunda hizmet kalitesi algısını etkileyen faktörler analiz edilmiş ve bu faktörlerin memnuniyet üzerindeki etkileri incelenmiştir. Çalışmanın birinci bölümünde kamu harcamaları, kamu spor harcamaları kavramı ve kapsamı, spor piyasalarında kamu sektörünü zorunlu kılan nedenler açısından spor piyasalarında piyasa başarısızlıkları ve spor piyasalarına devlet müdahaleleri ele alınmıştır. Çalışmanın ikinci bölümünde kamu hizmeti kavramı, hizmet türleri, hizmetlerin özellikleri, kamu hizmetlerinin sunumunda uygulanan ilkeler incelenmiştir. Kamu spor hizmeti kavramı, Türkiye'de kamu spor hizmetleri sağlayıcıları açısından ele alınmış, kamu hizmet kalitesi kavramı ve kamu spor hizmetlerinde hizmet kalitesi ve memnuniyete yönelik yaklaşımlar incelenmiştir. Bu bölümde ayrıca kamu spor hizmetlerinde hizmet kalitesi algısı ve memnuniyetini ölçmek için kullanılan analiz yöntemleri ve kamu spor hizmetlerinde hizmet kalitesi ile memnuniyet ölçümleri üzerine yapılmış ampirik çalışmalara yer verilmiştir. Çalışmanın üçüncü bölümünde, Denizli ilinde kamu spor hizmetlerinin sunumunda hizmet kalitesi algısını etkileyen faktörler analiz edilerek memnuniyete etkileri araştırılmıştır. Çalışmanın bu bölümünde, yapılan analizler sonucunda elde edilen bulgular değerlendirilerek çözüm önerileri sunulmuştur.

In modern societies, as the demand for sports services increases day by day, individuals demand that these services be provided by the state as well as by private sector markets. The fact that public sports services, which are components of public services, have the characteristics of public goods and the positive externalities they create reveals the necessity of the state to exist in these markets. It is important whether publicly provided sports investments and services achieve the intended public sports policy goals. Therefore, in this study, the factors affecting the perception of service quality in the provision of public sports services were analyzed and the effects of these factors on satisfaction were examined. In the first part of the study, public expenditures, the concept and scope of public sports expenditures, market failures in sports markets in terms of the reasons that necessitate the public sector in sports markets and state interventions in sports markets are discussed. In the second part of the study, the concept of public service, types of services, characteristics of services, and principles applied in the provision of public services were examined. The concept of public sports service was addressed in terms of public sports service providers in Türkiye, the concept of public service quality and approaches to service quality and satisfaction in public sports services were examined. In the second chapter, the concept of public service quality and approaches to service quality and citizen satisfaction in public sports services are also examined. This section also includes analysis methods used to measure service quality perception and satisfaction in public sports services and empirical studies on service quality and satisfaction measurements in public sports services. In the third part of the study, the factors affecting the perception of service quality in the provision of public sports services in Denizli province were analyzed and their effects on satisfaction were investigated. In this part of the study, the findings obtained as a result of the analysis were evaluated and solution suggestions were presented.
